matter not only concerns the residents of Southport, but rather
the entire Town of Mashp e.
At this point the Chairman opened the floor to Planning
Board comments/discussion.
Steve Dolan clarified that passage of the proposed Article
would have no impact on an approval for a supermarket (Shawls
project .
The Chairman explained the vote currently before the
Planning Board regarding the proposed Article to be as follows
To recommend; to not recommend; or to make no recommendation i
which case the public would be denied the opportunity to vote on
Town Meeting floor.
The Town Planner stated the proposed Article was originally
written by the Planning Board, as well as having been recommended
within the Comprehensive Plan for the Town of lashpee.
Point of Order: Having been recognized by the Chairman, Mt.
Terry asked for clarifi at-ion regarding voting privileges at Town
Meeting with respect to Petition Articles.
The Chairman determined that the Planning Board must make a
recommendation, either "Yes" or "No" in order for a Note to be
called on Town Meeting floor with respect to any zoning Article
being presented for consideration, whether it is by Petition or
not.
The Chairman determined a full and fair discussion of the
issues in this matter have been afforded to those interested
members of the public who support the Article, to the proponents
of the Article, and to the Members of the Planning Board as well .
The. Chairman commented this is a very involved Article; she
would have preferred the matter to have been discussed in more
detail by the Planning Board for the purpose of investigating
the proposed impacts more thoroughly; and that - er own personal
review of the proposed Article has taken place this evening,
making her somewhat uncomfortable.
Dennis Balarini agreed, noting the length of the Article,
and the inadequate amount of time .provided for him to review. He
expressed concern for determining proposed impacts on the Town as
a whole.
The Town Planner suggested the Public nearing in this matter
be continued for two-weeks in order to provide Planning Board
Members sufficient time to review the proposed Article to their
satisfaction.
The Chairman agreed this might be the most appropriate
option at this time. -1 -
