recognizing Mr. Richard Terry 7: p.m.
Mr. Terry suggested this matter should not be considered as
a typical situation. This is a concerted effort by a group of
neighbors to stop any proposal within the subject area. He took
exception to a comment made by a previous speaker that no attempt
has ever been made for discussion. He stated he has in fact met
with residents of Southport, who were at the time quite cordial
and expressed no objection to the proposed project. The matter
later developed into a massive political debate as has.been
expressed this evening.
Mr. Terror stated that he has not witnessed any participation
in the planning process with reference to this matter., at any
level, by any of the supporters of this Article, other than the
matter at hand what is across the street). to attempt on heir
part has been made to discuss the situation with any of the Town
Boards regarding zoning changes within the Town of Mashpee. He
described the supporters of this Article as "A one issue group".
e objected to statements previously made that the concern of the
supporters is to work within the Comprehensive Plan. He asked
the Board for any ogler indication that any member of this group
has ever expressed interest/concern for any zoning matter in
calm and controlled manner, not by intimidation) .
The Chaim interrupted the speaker at this point stating
there has been a Petition Article brought forward by citizens,
which is the single issue for discussion. she asked the speaker
o state his objections to said Article being presented for
recommendation by the Planning Board.
Mr`. Terry objected to the fact that the petitioners did not
write the article; that it had been written by the Planning Board
which was brought before Town Meeting two years ago and tabled
indefinitely. He suggested the Planning Hoard make an attempt to
cork together with other Town Boards in order to find a solution
that would make sense for the entire Town, not one area.
Mr. Terry described the current situation as a "one issue
process" where people obsess in bringing article after article to
Town Meeting. He stated this is "the most fought over parcel
in the history of Maspee " . "There has nearer been a panel o
land that has had more discussion and More debate in this history
f Mashpee than this parcel". He made reference to the fact that
a previous speaker (Mr. Larkin) had recommended Cape Cod
Commission review of this parcel two years ago, which suggestion
was adopted by the Town. Now, two years later this sane person
is asking for a change in zoning on the same panel the Planning
Board voted for full comprehensive review by the Commission at a
cost of approximately $1 million dollars. Mr. Term stated this
action is both .incorrect and unfair.
The Chairman provided an opportunity for rebuttal by Mr .
-9-
