citizens of the Town resulting in a Plan which outlines Mashpeets <br />future. He feels the time has arrived for the Town to begin to <br />put said Comprehensive Plan into use as a guide to prevent <br />traffic, safety, and environmental impacts. He not only <br />suggested the Planning Board take a. stand in this matter, he <br />stated those citizens who drafted the Article had every right to <br />use language from the Comprehensive Plan. <br />Mr. Larkin referred to Mashpee as his adopted 'Town stating <br />that he (and other newcomers) did not move to Mashpee in order to <br />be "buried in traffic" and "engulfed in commercialism". He feels <br />the proposed Article series to be both compatible to business and <br />residential interests. <br />Mr. Larkin stated attempts have been made with the owners of <br />the subject property who have declined the invitation to discuss <br />the matter. He feels the owners are "adamant" and "arrogant" to <br />disregard objections raised by the neighbors. He predicted not <br />only difficulties in the neighborhood, but throughout the entire <br />Town. <br />The proposed Article is designed to bring the current Zoning <br />By-laws into conformance with the Comprehensive Plan, as approved <br />by the P1 anni ng Board in 19-98 as well as by the Town Meeting. He <br />stated his distrust of those opponents of the Article who claim <br />the Article is too complex, insulting the intelligence of the <br />citizens of the Town of Mashpee. The Article would prove -to <br />create two Commercial Zones which would result in much needed <br />improvement for the Town. <br />The pr'opo s ed Article serves to improve the By-law by 1 <br />establishing allowable volume of traffic generated on commercial <br />property based upon acreage of the site; and 2 defines <br />standards for the proposed C-3 District in order to protect the <br />duality of life in Mashpee in order to promote the public safety <br />at these sites and to protect residential zones affected b <br />development in the abutting C-3 Zones. <br />In conclusion, Mr. Larkin made reference to an Editorial <br />published in the Mashpee Enterprise, IN ... But surely Town Boards <br />can take steps to insure commercial development of whatever size <br />are placed in a vigorly pleasing setting. If there are loopholes <br />that Town Meeting needs to plug, Articles should be drafted <br />properly..." He urged the Planning Board to take a Leadership <br />Stand by approving recommendation of this proposed Article and <br />begin to implement those standards within the Comprehensive Plan <br />in order to insure the safety and quality of life in Mashpee. <br />Alfred Benjamin, Mashpee Resident - Spoke to the fact that <br />the majority of Mashpee residents have relocated here from the <br />cities in order to enjoy a slower pace, contained traffic, <br />trees, brooks, ocean water, summer breezes and evening quiet with <br />multitude of visible stars in the sky. <br />_- <br />
