The Chairman recognized Toni Kennon, Industrial <br /> Communications and Electronics, Inc. , who informed the <br /> Board that the Cape Cod Commission relies on the expertise <br /> of David Maxim to review carrier coverage and plot surveys . <br /> determination was made at the Watts initial DRI Hearing <br /> that utilizing the Echo Road location serves to fill the <br /> void connection to the south of Route io, but does not <br /> connect to the north at Route 130 in -which case the water <br /> tank located at the Forestdale School could be utilized and <br /> that the watts Family Farm tower proposal was not needed. <br /> Don Cody, Director of operations, Industrial <br /> Communications and Electronics, Inc. who spore to the Cape <br /> Cod Commission decision by stating it was recognized that <br /> one of the Applicants would reed a variance- being a Town <br /> decision. The Cape Cod Commis'sion should not be expected <br /> to make decisions for the Town. The decision must be made <br /> by the Planning Board in the best interest of the Town. <br /> There is a great need for telecommunications in this <br /> area, which has been proven very effectively at the Cape <br /> Cod Commission. <br /> Mr. Cody suggested the previous spea- er is making an <br /> attempt to cause further -delay of this ratter. The process <br /> was investigated in depth by the Commission. Applicant had <br /> to prove what would work at different heights . All height <br /> material is on record having been submitted/reviewed <br /> previously. It is not necessary for the Town to repeat <br /> this process . <br /> Mr. Cody suggested the ratter before the Board is to- <br /> determine <br /> which of the Applications are in compliance wit.h <br /> the Zoning By-law. The proposed site was chosen <br /> deliberately by the Applicant because it is compliant with <br /> the Town ZoningBy-laws, Rules and Regulations . <br /> In conclusion Mr. Cody requested the Board review this <br /> Application by applying the rules as written and intended. <br /> He stated his opinion that the Board has the right -to <br /> proceed with a decision subject to resolution of the DI <br /> appeal . <br /> The Chairman provided Mr. Joyal the opportunity to <br /> respond, He stated the comment -made by the previous <br /> speaker that his project would require a variance from the <br /> 2 <br />
