proposed stormwater infiltration systems.
<br /> 8. Per the provisions of Section 174-47, the Applicant has chosen to deed the open space
<br /> parcels to the Town of Mashpee.
<br /> 9. The project has been approved as a Development of Regional Impact by the Cape Cod
<br /> Commission, whose decision is dated September 21, 2000 and is attached, by reference, to
<br /> this decision.
<br /> 10. The project has been granted a variance by the Mashpee Zoning Board of Appeals from the
<br /> requirements of Sections 174.26.A and 174-26.B.1 regarding project phasing and issuance
<br /> of building permits. The decision of the ZBA is attached hereto by reference.
<br /> 11. In conformance with the provisions of Article VI, Section 174-47.B, the Planning Board
<br /> finds that the public good will be served, that the proposed plan will be superior to a
<br /> conventional plan in preserving natural open space, utilizing natural features of the land
<br /> and allowing more efficient provisions for public services and that the other criteria of
<br /> Section 174-47.B. have been met.
<br /> 12. In conformance with the provisions of Article VI, Section 174-24.C.(2) of the Zoning Bylaw,
<br /> the Planning Board finds that the proposal will not adversely affect public health or safety,
<br /> will not cause excessive demand on community facilities, will not significantly decrease
<br /> surface or ground water quality or air quality, will not have significant adverse impact on
<br /> wildlife habitat, estuarine systems, traffic flow, traffic safety, waterways, fisheries, public
<br /> lands or neighboring properties, will not cause excessive levels of noise, vibration, electrical
<br /> disturbance, radioactivity or glare, will not destroy or disrupt any species listed as rare,
<br /> endangered or threatened by the Massachusetts Natural Heritage program or any known
<br /> historic or archaeologic site, will not produce amounts of trash, refuse or debris in excess'of
<br /> the town's landfill and waste disposal capacities, will properly dispose of stumps,
<br /> construction debris, hazardous materials and other wastes, will provide adequate off street
<br /> parking, will not cause excessive erosion or cause increase runoff into neighboring
<br /> properties or into any natural river, stream, pond or water body and will not otherwise be
<br /> detrimental to the town or the area.
<br /> V. Conditions.
<br /> 1. Construction of this Project shall be done only in conformance with the following plans
<br /> which have been approved by the board:
<br /> "Subdivision Plan of Land Prepared for CSC Group Located in Mashpee, Mass." cover
<br /> sheet dated February 6, 2001, by Christopher Costa & Assoc.; P.O. Box 128 / 465 Main
<br /> Street, East Falmouth, Mass., sheets 1-9. Sheet 2 bears a revision date of March 8,
<br /> 2001. Sheets 3 and 9 are dated January 15, 2001. Sheets 4, 5, 6 and 7 bear a revision
<br /> date of March 28, 2001 and are subject to further revision regarding soil materials in
<br /> drainage swales (see condition #9). Sheet 8 bears a revision date of March 6, 2001.
