Department is just beginning , intensively, their work on the
Local Comprehensive Plan . He would like the Board to think about
a policy of not re-zoning arything until the Local C::)mprehensive
Plan is done, except for some extraordinary situation .
He explained any property owner can petition town meeting for a
zoning change . Mr . Tobey has that right.
Tony was going to bring this up with the Board later in the
meeting but he does not want this applicant to do a lot of
engineering work and then the Board may decide not to do any
rezoning before the completion of the Local Comprehensive Plan .
Brian Hyde Public Hearing - Continued
Brian Hyde and John Slavinsky from Cape and Islands Engineering
were present.
Mr. Slavinsky said Charlie Rowley had a few questions and they
have revised the profile to answer those concerns.
He has been to the Board of Health . They had no problem with the
plan . The Planning Board had nothing in writing from them yet . ' d
i
Charlie ' s report said they need waivers from the road standards .
He suggested a paved apron , paved to the same depth of the gravel
on the remainder of the road and loam - 4" and seeded .
Those items are now shown on the plan .
Greg Taylor submitted a letter of his concerns . The DPW will not
maintain a private way . There will be no snow and ice removal
from this road . He is concerned about debris from this road
washing onto the new bike path on Red Brook Road . He thinks the
plan should have a note stating the maintenance is the shared
responsibility of the 3 homeowners .
He also thinks it is hard to see to the left and there should be
a stop sign .
Tony explained the Chief of Police has also requested a stop
sign .
Greg asked if, as these lots are developed , will they improved
the road to meet the minimum road standards?
It should be recorded , on the plan , that this road is below the
minimum standards of the town and there will be no winter
maintenance. It is a sub standard subdivision street .
Tony said that is someone else ' s problem, he asked Greg why he is
worried about it.
Greg thinks the construction traffic will pull sand out to the
road . The gravel driveway will not be maintained .
Tony said if he damages Red Brook Road , does DPW have control ?
Greg said there is no enforcement .
Tony reminded him they the Board is now requesting a proper paved
apron .
Greg said if the Planning Board moved ahead with this , he asked
that it be recorded on the plan that it is substandard and there
will be no winter maintenance.
3
