The handout <br /> indicates that there have been a number of issues raised by the <br /> unit owners that make a lot of sense and should be incorporated. <br /> Attorney Butler respectfully suggested to the Board that it <br /> would be appropriate to include some of these issues as <br /> conditions to the Special Permit, if Modification is granted. <br /> The Chairman recognized Terry Eldredge, who noted some of <br /> the more recent changes made at the request of the Condominium <br /> Association and owners. <br /> The Chairman requested Mr. Eldredge explain differences <br /> between the current approved Plan and the proposed development. <br /> Mr. Eldredge stated the road network is similar to what has <br /> been previously approved, with the exceptions of Blue Heron <br /> - Drive, which has been moved about twenty-'five feet to the east. <br /> .f He referred to an area called the racetrack, which has been <br /> eliminated. He indicated a third change being a split in <br /> the road where there was none in the original, Mr. Eldredge then <br /> pointed out building changes including the eliminations of three- <br /> ,' pl exes and reductions of four to two-pl ere s. He indicated an <br /> . f area located behind the existing units where a four-plea has been <br /> increased to a six-plex and a fire-plex has been turned ninety <br /> degrees and changed into two two--plexes. Building 20 has been <br /> moved closer to Snowy Egret Drive, Mr. Eldredge further <br /> indicated building changes between the two Plans. <br /> . ;>> Attorney Butler requested Mr. Eldredge address the <br /> feasibility of construction of the old Plan. <br /> Mr. Eldredge responded there had been specific constraints <br /> {, up development on the of the site. He indicated areas <br /> placed <br /> where trees were removed that should not have been. He stated <br /> t. the earlier Plan is not achievable based upon the numbers <br /> ' represented. <br /> The Chairman inquired if the original Plan had been <br /> _ # misrepresented to the Board. Attorney Butler responded the <br /> original plan had been questioned, and reviewed based upon <br /> the independent analysis. <br /> Mr. Eldredge explained his suggestion that this project be <br /> staked out prior to clearing and grubbing operations and that an <br /> area of five (5) feet around the full f oundat ion access where <br /> Y <br /> -ps the middle garage would be for each building. when the <br /> excavation is completed and foundations poured, the decision <br /> could then be made as to whether or not a tree should remain or <br /> i not. <br /> The Chairman asked what difference it would make having <br /> trees cleared before or after the foundation is in; and further <br /> questioned this method of clearing and how realistic it is. <br /> Mr, Eldredge suggested the initial clear be very minima.■ <br /> with a determination to be made at the time of grading around <br /> the foundation. <br /> The Chairman asked if the supervising engineer would be the <br /> responsible party, to which Attorney Butler answered "Yes.
