The original <br /> wastewater discharge permit has expired; they have applied for a <br /> .. g <br /> new permit based upon innovative technology. Mr. Eldredge <br /> y <br /> a- introduced Mr. Chaplin, who introduced himself for the Record as, <br /> Todd Chaplin, Mount Hope Engineering, Consultants for the <br /> wastewater treatment facility. He proposed providing a <br /> 4 I wastewater treatment facility that will meet or exceed all of the <br /> - discharge limitations that the original ROTC treatment would have, <br /> with long term benefits of cheaper initial construction costs, <br /> I��;;l�ltl,:, <br /> long term replacement costs and operational costs. A draft <br /> ` ' discharge permit for the new facility was issued in October-1936 <br /> by DEP. <br /> The Chairman asked if he had changed the wastewater <br /> treatment system through DEP before notifying the Planning Board, <br /> suggesting it would have been appropriate to do so before <br /> changing technology. Mr. Chaplin said they met with the Board of <br /> Health. Attorney Butler interjected nothing has been finalized, <br /> it i s being presented in the context of the Modification, and the <br /> ;t} Special Permit only requires there be a wastewater treatment <br /> facility approved by DEP with a wastewater discharge permit <br /> u <br /> : issued and approved by the Board of Health. <br /> Mr. Chaplin continued, there is an existing leaching field <br /> t in use, which the new facility will continue to use. The Board <br /> p of Health approved changes, with a condition that disinfection <br /> through ultra violet be added. The draft discharge permit is <br /> very strict. The entire facility would be run by a certified <br /> operator, inspected on a monthly basis by an engineer, with <br /> laboratory reports submitted to the Board of Health and DEP. <br /> Attorney Butler stated the facility would come on line at <br /> r. <br /> the sixtieth unit and that ten parts per million is at the plant <br /> exit, the leaching field and nitrogen loading would be at five <br /> parts per million or better. (A handout entitled Nitrogen <br /> Loading Calculation for Windchime Point was pass out to <br /> everyone. ) The biomonitoring systems are in, some reports have <br /> been issued to the Board. <br /> The Chairman stated Related Companies were in violation of <br /> conditions of the Permit regarding the filing of Current reports, <br /> -° He suggested that Attorney Butler recommend they update their <br /> y information. <br /> (There was some discussion regarding the wastewater <br /> treatment facility nitrogen/nitrates. ) <br /> .14- <br /> i <br /> i <br /> I , <br /> 41 <br />
