f
i
N
Attorney Butler said they would be i agreeable to a condi■ g ton
ZIl the R'
Special Permit whereby spot checking of effluent would be
conducted. Mr. Chaplin said an independent StatecertifiedI.
P 4
operator, laboratory and professional engineer would be involved ,
in the process
Keith Dolby, President of F.R. Mahoney & Associates
supplier and developer of wastewater 44
P P e treatment plants, stated t
f this is a less costly system to build and operate and has the A.1
ability to treat to the lowest Levels available. ,..'
Mr., Eldredge stated the Dimaximum '
g Discharge Permit requires a
- nitrate Level of ten parts per million at the discharge pipe ,
IT-
(going into the leaching facility) , which could never exceed
ten parts per million. In order to assure this, the plant has
been designed for a lower level. The level is basically five r
parts per z ■ f}pa■ ■p million. The actual nitrate levels at the discharge "
pipe zs to be approximately five parts per million. Levels `
tend to be less in winter, The level of nitrates below the
leaching facility will be less than whatever is going in. pus
Nitrate levels based on recharge concentration for the entire , ^
site, based on Cape cod commis i. son methodology,F ■P ogy, s three to
four parts per million based on a discharge of ten parts per
million. At five parts per million, the number is probably
going to be lower, but not half.
Thomas Fudala requested total pounds of nitrogen per year be
provided at some point. t
P
Attorney Butler addressed the prior request for a fiscal
analysis. Assumptions were made based upon current tax rates and
cost per pupil for one child for every five condominium units,
total tax revenues would be a three to one ratio over anticipated ` ,
educational expenses. other fiscal impacts are minimal with
regard to overall Town fin
g antes. ,
Attorney Butler stated they attempted to show a comparison
of the prior plan/proposed plan; no significant change in total r,'
overall Coverage including buildings, impervious coverage,
2 pavement and roadways. Building size- another site visit and
construction access roadways are all issues for further
discussion. Although an agreement has not been reached with
the unit owners, they continue to try to be responsive to the
issues and concerns raised. If there are to be no further
discussions with unit owners, Applicant would request an ultimate
determination from the Board as to the Modification of Special
Permit. Some additional provisions of the Modification include
an upgrade/improvement to the biomonitoring program, additional
letter of credit, prohibition of de-icing chemicals to be used on
P g ;9
the premises, oil/gas separators for catch basins, approval of
;L fertilizers/pesticides and low-flow toilets.
,
ur Attorney Butler commented that the project has been sitting
for a long while, the developer is prepared to deal with it, a
lot of w ork has been lane, they have acquired feedbag from the
Board and continue to be responsive to the unit owners. He is '.
looking to the Board for direction at this point, agreed to
another site visit, agreed to obtain updated information on
wastewater/biomonitoring; at which point he would request
f
