Mashpee Zoning Willowbend Development Corporation 2 <br /> Board of Appeals Golf Course Expansion <br /> V-02-16 <br /> Corporation and Golf Course Architect, represented the Petition. Mr. Besse stated that <br /> the Cape Cod Commission has approved the proposed golf course expansion. The <br /> proposal is currently under review by the Planning Board and Conservation Commission. <br /> Mr. Besse stated that the proposed golf course expansion was carefully designed <br /> to minimize its impact on the environment. However, the proposal would impinge on the <br /> required setback requirements in several small areas due to the shape of the land and the <br /> topography resulting from the impact of wetlands, which include cranberry bogs and <br /> rivers. Encroachment on the setback requirements is also due to the maintenance of <br /> safety buffers on the golf course. Mr. Besse said that Willowbend Development <br /> Corporation owns some of the land on which there would be encroachment from the <br /> setback requirements, specifically the Shoestring Bay area and Sampson's Mill Road. <br /> 'i <br /> Mr. Besse stated that some of the benefits from the proposal that the Town would <br /> enjoy include the following: <br /> • Construction of a 9-hole golf course as an alternative to development of 77 <br /> house lots. <br /> • Environmental enhancements, such as implementation of water conservation <br /> techniques, a$56,000 traffic mitigation and enhanced habitat areas. <br /> • Willowbend plans to sewer Cotuit Bay condominiums, which currently have <br /> Title V septic systems that impact Shoestring Bay, resulting in a reduction of <br /> nitrate loading into the bay. <br /> • Willowbend plans to donate 20 acres of environmentally sensitive open space <br /> along Noisy Hole and Meetinghouse Roads to the Town. <br /> Mr. Besse detailed some of the aspects of water conservation and said that all of <br /> the proposed new ponds and storage lakes would be permanently lined to eliminate any <br /> percolation. Sealants would be placed in all of the other existing lakes in Willowbend. <br /> All of the drainage through the fairways would be recirculated back into the ponds and <br /> into a transfer pump. All of the rain would be collected and recycled. The entire existing <br /> 18-hole golf course would be retrofitted with new more efficient sprinkler heads. Plans <br /> also call for installation of a new state-of-the-art system on the proposed golf course, <br /> which conserves water by irrigating the immediate areas with minimal water waste. Mr. <br /> McElhinny stated that the proposed water conservation techniques recycle back into the <br /> system any excess nutrients in the water running off the golf course during a storm. <br /> Mr. Besse enumerated the following areas requiring Variance relief from the <br /> setback requirements: <br /> SOUTHERN AREA: <br /> An area in the northeast of Project abutting Quinaquisset Avenue and as shown as <br /> the golf tee area of proposed hole#22. Variance relief from the buffer zone <br /> requested is from 50 feet to 10 feet. Additional landscape screen plantings shall <br /> be installed as mitigation for the reduced buffer. <br /> An area to the east of the Project and south of Quinaquisset Avenue in the area of <br /> proposed golf tees #19 (existing hole #10), tee #21, and proposed#20; there shall <br />
