Mashpee Zoning Minutes—February 27, 2002 7 <br /> Board of Appeals <br /> • Willowbend plans to sewer Cotuit Bay condominiums, which currently have Title <br /> V septic systems that impact Shoestring Bay, resulting in a reduction of nitrate <br /> loading into the bay. <br /> • Willowbend plans to donate 20 acres of environmentally sensitive open space <br /> along Noisy Hole and Meetinghouse Roads to the Town. <br /> Mr. Besse stated that the proposed expansion would intrude into the required setback in � <br /> several small areas because of the following reasons: <br /> • due to the shape of the land. <br /> due to the topography resulting from the wetlands, which include old � <br /> cranberry bogs, the low levels and rivers. <br /> • in order to maintain the required distances for safety buffer. l <br /> i <br /> Mr. Besse quoted Section 174-47.0 of the Zoning By-laws, which states: "A minimum <br /> undisturbed buffer strip of fifty (50) feet in width shall be maintained between any area <br /> brushed or cleared for golf course or associated construction and any site boundary line <br /> or the street layout line of a public way, except for access roads to the property and for <br /> walking, bicycle or golf cart paths approved by the Planning Board......". He also <br /> referred to Section 174-471 of the Zoning By-laws, which states: "No building l <br /> constructed on the site shall be located within two hundred (200) feet of the exterior <br /> boundary line of the site". <br /> Mr. Besse went on to enumerate the areas requiring Variance relief as follows: <br /> � <br /> SOUTHERN AREA <br /> • An area in the northeast of Project abutting Quinaquisset Avenue and as <br /> shown as the golf tee area of proposed hole #22. Variance relief from the j iI <br /> buffer zone requested is from 50 feet to 10 feet. Additional landscape screen <br /> plantings shall be installed as mitigation for the reduced buffer. <br /> • An area to the east of the Project and south of Quinaquisset Avenue in the <br /> area of proposed golf tees #19 (existing hole #10), tee #21, and proposed#20; <br /> there shall be a small irrigation pump house structure allowed and the buffer <br /> may be reduced to 25 feet from the road layout. A service access may be <br /> provided to the pump house and landscape screen plantings shall be provided <br /> to mitigate the reduction in the buffer. In all other areas along Quinaquisset <br /> Avenue, the 50-foot buffer has been increased to 100 feet and an approved <br /> subdivision road curb cut has been eliminated. <br /> • An area along the eastern border of the Project, specifically the southern and �I <br /> 'I <br /> eastern side of proposed golf hole #22 and the northwest side of proposed golf <br /> hole #23. Variance relief requested is to zero in this area since the subject j <br /> land is undeveloped and predominately owned by Willowbend Development <br /> Corporation and/or the Town of Mashpee and is the subject of a land <br /> exchange to be executed within the next month or so. Said land shall then <br /> revert to predominately open space for the Project and provide greater than the <br /> required buffer. <br /> iI <br /> I ' <br />
