Mashpee Zoning Minutes—February 27, 2002 8 <br /> Board of Appeals <br /> I <br /> • Proposed construction of a small 20x24-foot rest station located between <br /> proposed golf green#22 and tee#23, adjacent to lake#22 lies 90 feet from the <br /> Project boundary. Variance relief requested is from 200 feet to 90 feet. The <br /> rest station shall be landscaped, connected to the Willowbend Sewer <br /> Treatment Facility and may contain the water transfer pumps required for <br /> water conservation measures as dictated by the Cape Cod Commission. <br /> NORTHERN AREA: <br /> • An area on the northern section of the Project along the southern side of <br /> Sampsons Mill Road, between the intersections of the Town ancient ways <br /> known as Simons Road and Mashpee Neck <br /> Road and specifically ificall in the <br /> p Y <br /> I <br /> area of proposed golf tee #17. The area required for buffer is currently <br /> ComElectric easement and shall remain as undevelopable open space. <br /> Variance relief requested is from 50 feet to 10 feet. Said area shall be <br /> supplemented with landscape screen plantings. <br /> Mr. Besse stated that the Petitioner has done everything to minimize the impact of the <br /> proposed golf course expansion and that the proposal is very short at 6,083 feet and is at a <br /> par 35. Mr. Brem asked the Petitioner what further steps need to be taken to finalize <br /> approval of the proposal. Mr. Besse said that the Petitioner is scheduled for a March 6t" <br /> Planning Board hearing and a March 7t" Conservation Commission hearing. <br /> Mr. Borgeson complimented the Petitioner on the presentation, the agreed to mitigation <br /> and restrictions as required by the Cape Cod Commission, the land exchange of 20 acres j <br /> on Meetinghouse Road and the sensitivity to the environmental issues. Mr. Brem agreed. <br /> Ms. Elizenberry asked for specifics on the water conservation techniques. Mr. Besse said <br /> that the Petitioner's goal was to create an extra 9 holes, but not to use any additional <br /> water than is currently being used on the existing 18 holes. Mr. Besse explained that all <br /> of <br /> p III <br /> the proposed new ponds and storage lakes will be permanently lined to eliminate any <br /> percolation through the water conservation. All of the drainage through the fairways, <br /> which translates into a substantial amount, recirculates back into the ponds and into a <br /> transfer pump. All of the rain is collected and used again. Mr. Besse said that the system <br /> `is very expensive, but it's the best thing to do'. Mr. McElhinney stated that the Cape <br /> Cod Commission was very pleased with the proposed water conservation techniques <br /> because any excess nutrients in the water running off of the course during a storm are <br /> I <br /> recycled back into the u system. Mr. Besse said that water conservation measures would <br /> old <br /> also include placing sealants in all of the other existing lakes in Willowbend. He stated <br /> that the Petitioner plans to eliminate 12 acres of land from the proposal and remove the <br /> sprinkler systems in order to reduce nitrate loading and water consumption. Mr. Besse <br /> said that the entire 18-hole golf course would be retrofitted with new sprinkler heads that <br /> are more efficient than the existing sprinkler heads. A new state-of-the-art system would <br /> be installed on the proposed new golf course, which conserves water by irrigating the <br /> immediate areas with minimal water waste. <br /> No comments were received from abutters. <br /> i <br /> i <br />
