standards, the actual recommendations made at the end of the <br />report are much higher. <br />There being no further Board discussion, the Chairman opened <br />the Hearing to public comment. <br />Beverly Cain: Comment on Draft Summary regarding numerous <br />references to map numbers. Suggested the corresponding maps be <br />included. <br />Mr. Fudala said a full copy should be available at the <br />Library. (Ms. Cain was unsuccessful in obtaining a Library copy, <br />but stated she would try again.) <br />Beverly Cain: Addressed Chapter 7 - Analysis of the Town's <br />resource protection needs. Public water supplies, fresh water <br />ponds, rare plant and wildlife habitats, beaches and coastal <br />resource areas, wetlands, vernal pools and wildlife corridors. <br />She questioned the omission of Rivers, especially the Mashpee <br />River. <br />Mr. Fudala explained the Plan was prioritized on the basis <br />of questions presented in a survey. There was no specific <br />question regarding Rivers. The Water Resources Element of the <br />Comprehensive Plan will focus on groundwater protection, rivers, <br />bays, etc. (The point was well taken by the Town Planner.) <br />Stephanie Jones, Pirates Cove, Mashpee: Supports the survey <br />results, and expressed a wish to protect public spaces and <br />wildlife in the future. She feels they are the lifeblood of <br />Mashpee and the reason she and others she knows live here. <br />Grace Jackson: Asked if the buffer zone is regulated at 100 <br />feet . <br />Mr. Fudala explained that the original Policy Plan of the <br />Cape Cod Commission stated one hundred (100) feet. The number <br />has been removed, development of local regulations to be based on <br />resources (protection). Under the State wetlands Acts, the <br />Conservation Commission has the authority to regulate within the <br />100 feet on an individual basis. <br />Jane Coogan: Inquired as to the recharge area, Zone II <br />area, wells regarding development and protection of the two <br />primary wells. <br />Mr. Fudala stated there is almost nothing the Town can do <br />about the New Seabury Section V land issue, outside of buying it <br />due to the Special Permit. Most of the remaining recharge area <br />is located within the National wildlife Refuge, the Bufflehead <br />Bay property, and the Pine Barrens. Eighty (80$) percent of the <br />overall water shed is going to be protected. <br />-8- <br />
