�'JyJill <br />u <br />explanation regarding lots he owns on Route 151, some of which <br />have less than 200 feet frontage and are commercially zoned. <br />Mr. Fudala said that unless there is side street access, one <br />driveway access would be granted under Grandfathering. <br />Mr. Haney: Asked about lot ownership and merging to conform <br />with Zoning. <br />Mr. Fudala said driveway access could be obtained through <br />the permitting process. <br />Jane Coogan: Addressed the issue of safety, Massachusetts <br />Highway Speed Limit Signs and regulation of speed limits at <br />intersecting areas. <br />The Chairman commented that speed limit is beyond the scope <br />of this Article. <br />Mr. Fudala commented the Town would not be able to regulate <br />this concern through Zoning. Either the State Highway <br />Department, DPW Director or the Selectmen set the speed limits. <br />Patrick Coffey asked about proper procedure in the event <br />access is mandated at the corner of a lot and Planning Board, for <br />safety reasons would prefer access at mid -lot. Would the matter <br />become a Board of Appeals decision. <br />The Chairman feels there is some discretion in the wording <br />of 11... maximum feasible separation..." <br />Mr. Fudala stated that under both the current By -Law and <br />proposed change, a variance would be required. <br />(There was some discussion regarding the possibility of <br />re -wording the proposal, to which Tom Fudala suggested not making <br />changes at the moment, but return with more specific standards <br />regarding site distance, etc. and develop a more detailed <br />regulation. There was also discussion regarding the possibility <br />of joint -driveway access. Tom Fudala suggested not mandating that <br />in a Zoning By -Law.) <br />The Chairman entertained a motion relative to recommendation <br />for Town Meeting. <br />MOTION: Patrick Coffey made a Motion to recommend this <br />Article for Town Meeting approval; which Motion was seconded by <br />Robert Govoni and so voted unanimously. (voting in favor were <br />Martine Meijering, Patrick Coffey, Dennis Balzarini, Anthony <br />Ferragamo and Robert Govoni.) <br />The Chairman: In addition to the Zoning By -Law Section 174- <br />31 Land Space Requirements Table footnotes 16 setting the maximum <br />-10- <br />
