The Building Committee suggested the
expansion be done in two phases in an attempt to satisfy fiscal
constraints of the Town. Phase one is currently in progress with
a proposed completion date by the fall of 1996. The major
component of this phase is ADA requirements which include an
elevator and additional ramps, a portion of which has been paid
through a state Block Grant Fund. There is no exact time frame
for phase two. The Facility Study has scheduled 2006; Eric is
suggesting 2004 to begin project planning and updated space needs
analyses.
The D. P.W. Garage, built in 1985, includes offices,
maintenance garage and storage for equipment. The salt storage
shed, approved by Town Meeting, May 1996, is scheduled for
construction this fiscal year. Additional facilities to dispose
of, store and handle soil, material and fill are needed. A new
facility for disposal of road sweepings and drainage cleaning
will be needed in anticipation of the landfill closing in 1998.
The Cape Cod. Commission is working on a regional landfill site.
Regarding buildout, an addition to the maintenance garage is
proposed to accommodate equipment needs. The hope is to use the
capped landfill area for future storage facilities.
The Public Library was built in 1987. According to a space
needs analysis from the State Library Planning Guidelines
indicates a lack of standard seating space, volumes and storage , I
space based on Town population. A space needs study for fiscal '
year 2000 proposes a five thousand square foot expansion in the
year 2001. Based on population projections the Guidelines
determine the Town would need a twelve thousand square foot
facility by 2004, and sixteen thousand by buildout. The Library (I
Trustees and Head Librarian have recommended an expansion that
would serve the Town through buildout. Some fiscal alternatives
would be library grants and if approved and certified by Cape Cod j
Commission, impact fees to aid funding of this project. All
The Archives Building which was formerly the Town Library is
operated by the Historical Commission. Routine maintenance items
are needed at this point: New roof; heating system; and fire
alarms. There are additional needs which are not included in the
Town Capital Budget at this time including: A sprinkler-firea::;i
suppression system; new floor; and climate control system
(important for preservation of historical documents) . The Irj
Historical Commission has requested meeting and display space, as
well as relocation of Ockway Chapel to Collins' Lot area for use
as an annex in anticipation of a Native American Research Center. ,I ii '
The Wampanoag Indian Museum, located in the Mabel Avant `!
-30-
I;
