16 Great .Neck Road.North <br />Mashpee, Massachusetts 02649 <br />CHAIRMANS REPORT <br />Mr. Fulone added an article about more housing across the country. <br />Mr. Balzarini commented on the cost of lumber. He questions how to build affordable housing with the <br />costs. <br />TOWN PLANNER REPORT <br />Thank you to Planning Department Admin. Secretary Patty Maguffin <br />Mr. Lehrer commented he is losing his Assistant who will be moving. He will miss her dearly as she has <br />been an outstanding employee. He is sending a huge thank you and asks the Board to be patient with <br />him as he will not have the help going through the LCP process. <br />LCP Update — Kick Off Event, Citizenlab, Youth Engagement, Existing Conditions <br />Fully covered in update with Ms. Wells. <br />Update on Revival of Open Space Committee <br />Mr. Lehrer submitted the Memo to the Select Board and it should be included in their upcoming agenda <br />or as correspondence. <br />Update on Popponessett Overlay District <br />He heard from the neighborhood, Glenn McCarthy and Barbara Riley, and they are ready to sit down <br />with staff first and make an agenda to identify issues before coming to the Planning Board in May. He <br />suggested to them, which they were agreeable to, meet with him and the Building Commissioner to first <br />define the problem, discuss their vision, and craft an agenda to work through them. <br />Floodplain Bylaw amendments <br />The packets included a PDF of comments, they are online as they did not print, from Barnstable County <br />representative for the Community Rating System the town participates in. He was contacted by GIS & <br />E911 Coordinator a year ago that there are updates required across the Floodplain Provision Bylaws. <br />She provided a model and deficiencies on current with a request to work through in consideration with <br />what needs to be changed in order to maintain good standing. He provided the information to identify <br />where she noted deficiencies and would like to invite her in to discuss with the Board further. There will <br />be a Zoning Bylaw Amendment submitted for October Town Meeting relative to Floodplain Provisions. <br />There are a lot of building code related provisions in zoning, creating the assumption that the Board of <br />Appeals has the ability to vary building code provisions, but they aren't able to vary. Also, floodplain <br />mapping has changed and there are different requirements to different zones with regard to existing <br />FEMA requirements. Most communities are doing repeal and replace. He wants to first assess the <br />current provisions with E911 coordinator who manages the floodplains in the town. He would like to <br />maintain a standing on the Community Rating Cystem.
