16 Great Neck Road Worth <br />-%Iashpee, Massachusetts 02649 <br />Ms. Sweet wanted to clarify at the first workshop, in talking with Mr. Lehrer how to approach these <br />workshops. She stated Mr. Lehrer used the systems approach to public conversation and input under <br />the Regional Policy Plan. The approach that was put together and brought to before the sessions was <br />to simply explain the RPP system framework as a jumping off point for Mashpee residents who <br />attended these meetings to have discussions around these particular ideas. There is no intent or <br />implication to push those goals forward if they don't align with conversation, they won't end up being <br />goals. Weston & Sampson along with the Planning Board needed to give a talking framework, a <br />concept and understating of how the RPP is organized, how the systems are organized, and what each <br />system means within the RPP in order to guide conversation. This is the same way we did the first <br />workshop and clearly stated this was guidance and only intended as talking points. Because we are <br />following the CCC RPP approach, we had to give people somewhere to start. <br />Ms. Waygan she agrees that the definition is good and agreed to going along with the systems. She <br />has never before seen goals on a piece of paper asking for open public comment to develop goals. She <br />thinks the Planning Board needs to be clear it's on some of the paperwork but it isn't adopted officially <br />we are still taking comment and there will be more time still before we settle down and identify the <br />goals. She has a chart that she made that has the list of all systems and goals and she was hoping to <br />send it to the Planning Department, she would like to compare goals and assessments from LCP, she <br />would like to compare the RPP goals to the 1998 LCP goals. We might find there is a lot of similarities <br />and the ones from 1998 LCP are tailored to Mashpee and don't necessarily conflict. Some goals are <br />relevant some need a lot of work. <br />Mr. Lehrer commented that his intern, Mr. Beltran built a compilation of those goals, one is a regional <br />focus at higher level while Mashpee gets at local issues. <br />Survey Review <br />Ms. Waygan would like some literature for best practice for surveys that Weston & Sampson uses. <br />Ms. Sweet commented there is a tremendous amount of literature, Mr. Lehrer sent links. There are a lot <br />of public information about best practices for survey instruction. She can pull some more sources in <br />addition to what has been provided. <br />Ms. Waygan said that is okay, she misunderstood something from the last meeting. She thinks Ms. <br />Sweet's point was there are basic do's and do not's that she is aware of and that is what she will use to <br />help the Planning Board design the survey. She also asked if there was a draft of the survey. <br />Mr. Lehrer stated there is not a draft survey available yet. They have gone through recent surveys <br />identifying opportunities for consistency and best practices for survey design. They developed a matrix <br />of questions with how we ask a question and why we ask in that way. We are prepared for next meeting <br />to deliver a comprehensive draft survey along with the matrix so there is a clear understanding of what <br />15 <br />
