When we look at our plans, phase one or two, it does leave a lot of the town out of the loop. <br />There are a lot of issues coming from other parts of the town other than what's been identified phase <br />one or two. He would like to see this kept on the agenda each time the Select Boards meet. He would <br />like to see all boards with regulatory powers to be at those meetings even if nothing to report so it <br />doesn't fall by the wayside. There will be a Public Hearing on June 24th in Boston, and it's on Clean <br />Water State Revolving Fund. They are going to look at the proposed tier system and lot of funding that <br />could be earmarked for the installation of IA systems. The rest of the town is contributing not just those <br />two areas of focus so far. One biggest thing as a takeaway when Mr. Harrington made his presentation <br />there is an unknown factor as to what the total maximum daily loads (TMDL) target is for IA systems. <br />Could we meet TMDL? We don't know, we have to do some modeling. Mr. Harrington mentioned Brian <br />Howe to look at a model run to give us more information. There is a lot of work to be done. This is not <br />just a declaration of being nutrient sensitive. His goal in speaking with the Board this evening is to get <br />them on board with the work and momentum in bringing this to the attention of the Select Board and <br />keeping it there. Carol Sherman did a good job and then we haven't been back. We need to get back <br />every time they meet. He is hoping to be on that June 271h agenda for the Select Board, he would like to <br />see ZBA, Planning Board, Sewer Commission, all the regulatory boards that met before. There is <br />nothing that is more important than this right now. <br />Mr. Balzarini said they are already doing the modeling field tests in Cotuit. Twenty years ago he went to <br />the test site on the base, he went back a couple months ago and they are still trying. They are doing <br />modeling and they seem to work but how come it is taking so long for the state to grant these systems? <br />Mr. Colombo commented the state has a list of systems on their website of already approved systems. <br />Systems are expensive and vary in the amount of nitrogen they are able to denitrify out. More you pay <br />the better it works. In seasonal homes that don't work as well have to maintain the systems. You have <br />to maintain systems and keep them operative. They have property management companies that take <br />care of anything. They can go in and put carbon matter down the drains to keep it operational. <br />Mr. Balzarini stated there should be funding for low income people or the ability to take a loan that the <br />town guarantees. We should hire contractors that can do this and we give them the contract for the <br />whole town and they give us a better rate. A lot of people who can afford it but a lot of people cannot. <br />Mr. Colombo agreed without funding it's a great dream. There will be a fair size of people who can't <br />afford it. There are various models of low interest loans, no interest loans, betterment charges on tax <br />rate, as well as state and federal aid. He is the president of his homeowners association and the Board <br />of Directors allowed him to blanket email his association to encourage people to send a letter to the <br />state before the Public Hearing on the 24th urging them to look at the funding opportunities available for <br />us. <br />Ms. Faulkner asked under this letter from Department of Environmental Protection, the two changes <br />they are looking at who is going to decide that? Are they going to have public meetings are we going to <br />vote on Town Meeting on this? <br />20 <br />
