16 Great Neck RoadgVorth
-Mashpee, -Massachusetts 02649
shellfish seeds? How can you judge whether those shellfish seeds are going to produce adult shellfish?
Since our water is so eutrophic, that sounds like a judgement call that could be violated.
Mr. Lehrer does not disagree. He is unsure but he can think of one other cluster subdivision where this
applies and that is the Ockway Islands Special Permit cluster off Blue Castle Drive. There is some
calculation that was placed to determine the appropriate amount of seed to purchase that was based
on nutrient loading and potential for mature shellfish to remove the nutrient load, so it wasn't arbitrary,
but it is beyond his expertise.
Mr. Balzarini stated it does work.
Mr. Lehrer commented it works but with compromised bottom habitat, he thinks what Ms. Faulkner is
saying, there is no guarantee shellfish will mature and do its job to remove nitrogen.
Mr. Balzarini inquired about the mention of Bufflehead Bay earlier, he asked if that was a location
where they were trying to put shellfish seeds? Why would we have boat access coming out of there if
we want seeds planted?
Mr. Lehrer agreed, and the use of the Harbor Management Plan number one priority for the DNR
Director because the user conflicts in the waterways is growing to be substantial and we place such an
intensive role on the shellfish in our water quality plans that we need to rectify those user conflicts, and
make it safe for boaters to navigate.
Ms. Waygan asked what chapter this will be in the updated LCP.
Mr. Lehrer stated it is currently under the Natural Resources chapter, we can call it whatever we want,
but we need to maintain compliance with the Cape Cod Commissions regulations.
Mr. Balzarini noted the only way some of these will get accomplished is money. That was part of the
problem because there were grants that needed to be submitted and would only give out so much
funding.
Mr. Lehrer agreed that economic feasibility of our actions is a critical component as we implement
plans.
Ms. Waygan read the executive summary of the coastal resource element along with the goals and
actions, which she likes. It is interesting after having the Natural Systems workshop, a lot of things
people brought up is in here. That enforcement thing came up in three separate tables. In the current
chapter there is an inventory section, an analysis, recommendation of policies, and action steps. Is that
inventory section still in the new chapter?
Mr. Lehrer will include the inventory of all coastal resources, including both facilities and equipment, as
well as actual resources in the ground.
7
