16 Great Neck Road North
Nashpee, Massachusetts 02649
congestion, should it just say traffic. There are some inconsistencies and he is wondering if we should
be consistent. You don't self -impose a descriptor. In question four, we talk about the loss of small town
character. Maybe some people don't think there was a loss of small town character. Overall, it's a
question to Mr. Martin, should we be consistent in using descriptors or not, his preference is we don't
impose on them.
Ms. Waygan asked if he wanted to use town character or rural character, where Mr. Fulone just wants
the word character. She notes that character could also be the character of a person.
Mr. Lehrer noted it depends on the question. He went through this exact lens with Ms. Sweet for hours.
In 2011 survey there was something about quality of life and the term sluggish economy was used. We
proposed getting rid of sluggish. Depending on the question, he tried to remove issue or clarify words
that give you a certain feeling, meaning will make you will respond a certain way if a question used that
particular descriptor. For traffic, we are talking about problems. When traffic volume is moving well it's
not a problem, the congestion is the problem. We are trying to gauge what the problem is.
Mr. Fulone asked if they would say traffic flow.
Ms. Waygan asked if he wants to say town character. She thinks we need an adjective. You choose
rural or town.
Mr. Fulone stated he prefers town character.
Mr. Balzarini noted page 45 has the wording of loss of small town character.
Ms. Waygan will tag that and moved back to question three.
Mr. Fulone stated for question three he would add a separate choice for born and raised here. In some
places we say attainable/ affordable and in other places we don't.
Mr. Lehrer tried to use attainable, as the former surveys contemplate affordable housing as meaning
one thing, then affordable housing that specifically references low income housing. The issue has
grown to impact people with greater incomes. It's about the attainability of housing. Attainable housing
was a good way to frame that.
Ms. Waygan would like to finish the section of quality of life. Question four, population growth, if you just
leave population that just means the people itself. Keep growth, or add decline.
Mr. Lehrer discussed this one with Ms. Waygan today as well. Population needs to be quantified
because we are talking about problems. The population is not declining, we know by the data it is
increasing. If we are asking a question about population, the growth is either not a problem or it is. In
his opinion, it is appropriate to qualify it with a descriptor.
12
