C4Y"drv1FM:F"''
16 Great Neck Road North
'btashpee, Aassachusetts 02649
FEMA and the National Flood Insurance Programs require this. Some sections of the building code
were in serious conflict so that has all been rectified.
MOTION:
Mr. Richardson moved to submit the Floodplain Bylaw amendments to the Select Board for the
recommendation it be placed on the next Town Meeting Warrant as presented. Seconded by Mr.
Balzarini. All in favor.
Affordable and Workforce Housing
ADU Workshop
Ms. Waygan reported that HAC and Arden Russell, who works with them on helping people create
ADU's in their homes throughout the Cape, want to do a joint workshop in October. She got a question
from a local resident and she said maybe there should be a session for everybody who is interested to
come and learn from HAC and Ms. Russell. Ms. Waygan noted Mr. Lehrer could get the Building
Commissioner to attend. If someone had a house specific question they could get answers. This could
pose as a presentation / workshop for anyone interested in ADU.
Clean Water Initiative
Ms. Faulkner researched tree bylaws. She is hopeful that she and Mr. Lehrer can come up with one.
There are many tree bylaws particularly pertaining to residential use. The purpose is to preserve and
protect trees on residential lots during big demolition or construction. This came to her attention in part
because of Rt. 151. They would have to designate areas where trees could be protected. There would
be a mitigation if they had a bylaw and a tree was cut down, the tree would then be replaced or the
person would pay a fine to the town. Knowing a little about trees, a single tree releases 250-400 gallons
of water per day. They provide habitat for birds, remove carbon from soil, give out clean air, and create
a canopy. The feeling of trees is beautiful especially with a canopy.
Mr. Lehrer spoke to Ms. Waygan about this previously from the Natural Systems workshop. The town
could invest in a shade tree program where they identify sites along public roadways for shaped trees.
They could require the DPW as they remove trees along roadways they replace trees within the road
layout.
Ms. Faulkner noted if it were public there would be a need a Tree Warden.
Mr. Lehrer commented the Tree Warden falls under the job description of the Conservation Agent.
Ms. Faulkner asked if the Board liked the idea of the tree bylaw.
Ms. Waygan commented that when people see lots being clear cut and if in violation, now is the time.
It's important to sequester carbon with the trees. As you drive around town, people have been
generous leaving trees up, it's beautiful.
20
