The <br />second low impact development bylaw change adds (d) and (e) as new paragraphs. She <br />stated there is MA guidance that gives estimates on future precipitation increases. <br />Mr. Lehrer noted it was suggested to define an actual ratio for increases that he did not include <br />due to lack of data in order to make a logical estimate, but that may be something to be <br />thinking about in the future. How much of an increase would precipitation be designed for? It <br />has been suggested that 20% is adequate. <br />Ms. Waygan stated there is a Mass Resilience Action Team and she asked if that operated <br />under the Governor. Mr. Lehrer was not sure of who they fall under. Ms. Waygan then asked <br />further about the third amendment, (vi) and (vii). <br />Mr. Lehrer stated the longer one pertains to commercial, industrial, and multifamily dwellings. <br />These are prudent changes and implementable and the recommendations are consistent. <br />Ms. Waygan is in agreement of these changes and the benefits to the town are important. She <br />would like a Memo to be able to provide the Select Board. <br />Mr. Lehrer noted these recommendations are consistent and if they do not happen now they <br />will happen at the next Town Meeting. They both deal with the MS4 EPA stomrwater permit <br />and climate resilience, especially relative to Santuit Pond. They are in year 5 of that permit <br />now. The upcoming year will include bylaw review and modifications to make the language say <br />require instead of encourage. <br />Ms. Waygan would like a copy of that report. <br />Mr. Balzarini asked about the difference between a flood zone and velocity zone. <br />Mr. Lehrer stated the velocity zone is the most restrictive flood area you can potentially <br />develop in, dealing with highest risk of flood and wind damage or structural integrity loss. If you <br />are in a velocity zone and have an existing beach or a jetty with appropriate permits, the <br />material used will be exempt from the prohibition. <br />Ms. Waygan will hold on Public Comment for this item at this time as there will be a Public <br />Hearing where she will be glad to take comments. <br />II <br />
