16 Great Neck Road North
.9vlashpee, Aassachusetts 02649
Lynne Barbee- She takes her garbage and recyclables to the transfer station, but she also
takes her food compost. She is glad that is there, it's not an inviting process. If it's raining or
cold it's in a puddle or there is ice. The location of the bins, one shed blew over and it was
rebuilt. They could make it more inviting for people to put food compost in there. Sometimes
there are 3 bins, but that little shed makes it more difficult than it has to be and much less
inviting. If there could be a slight improvement for how compost is managed, she would
suggest there be a big push because the organics go into the landfill and we want people to
change their habits. Start in the schools and talk about how to recycle food waste.
Mr. Richardson noted that organics and food is the heaviest part of trash. He agreed the shed
is not easily accessible.
Ms. Waygan commented that food is 30% of the waste stream. They will be issuing the survey
soon for the LCP. The last section of the survey is a comment section, put those suggestions
in that survey that would mean those comments would not get lost.
Human Services
Mr. Lehrer noted this assessment was of the 1998 chapter and the 2012 update that was
adopted by the Planning Board but never accepted by Town Meeting. They took both into
consideration. There was a goal to protect and improve the physical, mental, and emotional
health of all Mashpee residents. Next, access for all town residents for a full continuum of
health and human services, including social and leisure activities. Collaboration and
cooperation between the public, nonprofit, and private sectors in Mashpee to develop a
common understanding of health and human service needs, priorities, and appropriate
resources. He completed this assessment by providing a questionnaire that he and Alex
Beltran designed from action plans defined in the 1998 plan and 2012 update, and it was
provided to the Director of Human Services, Gayle Wilson. She provided responses and he
then met with the Committee which he found to be valuable. It's more of a narrative and
provides history but also gets at higher priority goals and actions.
He noted between 1998 and 2012 update, many actions carried over identically with a few
additions. Looking at 1998, there was a critical focus revolving around workforce preparedness
and providing access and education to workforce training that may have provided barriers to
entry, such as single mothers. These programs were run in coordination with service providers
and contractors, one such goal to accomplish getting marginalized populations into workface
training was to provide childcare and transportation services to residents attending those
trainings. The town had a contract with Cape Cod Child Development who provided services,
but in the past 2 years CCCD closed and to date that needs gap has not been filled. The
9
