The Chairman asked for clarification, asking if the Applicant is required to seek <br /> further direction from the Cape Cod Commission when ready to complete the final work <br /> on the project,to include Simons Mills Road. (The Chairman stated she does not <br /> understand the contents of said letter from the Cape Cod Commission.) <br /> Mr. McElhinney responded, "Well, no...we have to follow up with them on that <br /> piece of it..." <br /> Terry McDonald, 11. Cranberry Ridge Road—Stated that her property directly <br /> abuts Simons Mills Road. She asked if construction vehicles will be using Willowbend <br /> Drive. <br /> The Chairman noted at this point that some communication between the <br /> Applicant and the abutters is in order, so that some of these questions and concerns from <br /> the residents can be answered/resolved. She acknowledged that the abutters' concerns <br /> stating the developer's responsibility to meet with the residents to address issues of <br /> concern, suggesting that perhaps Applicant is premature in addressing the Board at this <br /> point. <br /> Ms. McDonald then raised concerns regarding wastewater impacts from 12 <br /> single-family homes to 62-units. She also raised concern regarding wildlife impacts, <br /> traffic studies, and vegetation concerns. <br /> Dennis Balzarini responded that any new development would be tied into the <br /> Willowbend denitrification system which is more than adequate. <br /> Ms. McDonald informed the Board that she has recently filed a rare animal <br /> observation form with the Natural Heritage Endangered Species Program(eastern box <br /> turtle). <br /> The:Town Planner noted for the record that the proposed development is not <br /> located on the State Endangered Species Area Map,and is not an area that requires a <br /> filing with Natural Heritage,however if a rare species,has been seen,this could be <br /> changed. <br /> The Town Planner advised the Board that they could impose a traffic study under <br /> the Special Permit. <br /> It was the general consensus of the Board that the developer and residents meet in <br /> order to work out some of these issues of concern prior to appearing before the Planning, <br /> Board the next time. <br /> Attorney McElhinney responded by informing the Board that the developer has <br /> conducted approximately five or six meetings with the abutters and that notices has been <br /> sent out. There have been several meetings with the internal Willowbend abutters. <br />
