The area along <br /> s <br /> Simons Road is wooded and undisturbed. <br /> Applicant has concluded that in order to ensure the long-term stability of the club, <br /> from a financial viewpoint, it is critical that the number of residents and members of the <br /> club who live on the property be increased. An attempt is being made to find a different <br /> product mix that would be a significantly lower price range, $700-$800,000.00(2 and 3 <br /> bedrooms)depending on,market conditions. <br /> The request being made is a modification of the Special Permit, under the section <br /> of the Zoning Bylaw that allows the addition of land area to the Special Permit,providing <br /> the overall permit caps remain in tact,which are 287. 223-units have been approved, of <br /> which approximately 180 have been built on site. All units would be connected to the: <br /> sewer treatment plant. There would be a 50-ft. vegetated buffer around the entire <br /> perimeter of the site as required by the Bylaw. Simons Road would be relocated as the <br /> main access to,the proposed units, at which point it would become a public way. <br /> Attorney McElhinney informed the Board that a number of meetings have been <br /> conducted with the neighbors and that some of the input has been incorporated and <br /> adjustments have been made to the plan. He proposed that the remainder of Simons Road <br /> out to Sampsons Mills be paved, with an additional gate at the northern end of <br /> Willowbend Road in order to discourage any high speed pass through traffic. <br /> References were made to a Plan of Land entitled, "Comdex and Villa Units <br /> Simons Road Willowbend Country Club Master Layout, Mashpee,MA, by Baxter,Nye <br /> Engineering and Surveying,dated April 22,2008". <br /> The Chairman then recognized Matthew Eddy, Special Engineer with Baxter, Nye <br /> Engineering and Surveying who made further references on the map with regard to the <br /> proposed property. With regard to existing development, a significant portion of the <br /> project area is currently developed. All utilities will be underground (water, sewer, <br /> electric, gas). The proposed project would consist of 62-units comprised of 4-unit villas, <br /> 6-unit villas, and 2-unit comdex plans. The site meets lot coverage requirements of the <br /> Zoning Bylaw as well as all setback requirements (side,rear, and front), the perimeter <br /> buffer is 40-feet(not 0-feet)as required based upon 1985 Zoning as discussed with Plan <br /> Review and Design Review as well as with the Town Planner and the Fire Department. <br /> The proposed plan provides,for 2-parking spaces per unit; access to the site is from <br /> Simons Road, Fin 'Me Oot,with a second means of access off the end of Simons Road. <br /> All of the necessary drainage and stormwater management requirements will be <br /> provided according to Mashpee Zoning and Massachusetts DEP Stormwater <br /> Management Policy. The design will provide for eight small bioretention areas which <br /> will allow for infiltration to the existing drainage pattern so that water can be maintained <br /> on site. The bioretention areas will provide the vegetative treatment required by Zoning <br /> provides additional water quality treatment, pre-treatment, nitrogen uptake and also <br /> controls the quantity of stormwater management. <br /> 17 <br />
