Road were not contacted by Willowbend and have serious concerns about the project. I <br /> also find the scheduling of a meeting announced to only those in attendance at the <br /> Planning Board meeting on Tuesday July 16th with 4 days notice, for that same Saturday, <br /> (without additional notice to abutters)to be counter productive to a true spirit of working <br /> with abutters and I hope:is not an indication of Willowbend"s intention to be less than <br /> open and fully disclose its intentions and plans. I attended the meeting on Saturday July <br /> 19 at Willowbend despite the short notice but was concerned because only 3 abutters <br /> (myself included)from Sampsons.Mill and Cranberry Ridge were in attendance, I fear <br /> because the meeting was held without adequate notice. There were 4 abutters from <br /> within Willowbend who expressed concerns but what was also clear was,that there were <br /> competing concerns between some of the Willowbend residents and neighborhood <br /> abutters on Sampsons Mill/Cranberry Ridge;most noticeably regarding gating of <br /> Willowbend Drive to reduce traffic on that road and force traffic from the new condos <br /> down Sampsons,Mill Road and Simons Road. While I understand and applaud the <br /> Planning Committee's direction to Willowbend to meet with abutters,.I am concerned <br /> that public comment at that meeting might have been cut off prematurely and feel the <br /> Committee needs to hear the concerns,of abutter in order to fully understand and consider <br /> those concerns before consideration of any modification. From the information presented <br /> at the hearing on July 16, 1 am not sure that anyone has a clear enough picture of the <br /> entire project and is impacts and approval requirements. From what I have learned to <br /> date the modifications Willowbend is requesting to their special permit are as follows: <br /> That lots purchased by Willowbend on Simons Road after the special permit was granted <br /> be added to the scope ofthe special permit. That they be allowed to construct 62 <br /> condominiums on lots currently permitted for 13 or 14 single family homes. That they be <br /> allowed to improve and relocate Simons Road. That they be allowed to construct 4 three <br /> story buildings that exceed current height restrictions. I do not know if there are other <br /> components of this project that will need other permitting as there are not complete plans <br /> that I am aware of. For example, the plans to improve the portion of Simons Road out to <br /> Sampsons Mill Road(directly in front of my property) have not been submitted. Since <br /> this directly impacts my property I respectfully demand that Willowbend be directed to <br /> produce full documents on the entire scope and impact of this project for the Committee <br /> and abutters review and comment in sufficient time prior to the next meeting. How else <br /> can we fully understand the impact of Willowbend's plan without complete <br /> documentation? In order to view this project and its impact in entirety I would <br /> respectfully request that at this time the Planning Board request the following: A <br /> complete set of plans including details of the improvements to Simons Road all the way <br /> out to Sampsons Mill Road. Drainage plans for the new Simons Road improvements <br /> proposed by Willowbend. Due to the unique and poor roads abutting this project <br /> (explained below)that the Board require that a traffic study be performed. While I <br /> believe at this time there is incomplete documentation, I feel I must go on record with my <br /> opposition to this project based on what has been proposed so far. I reserve the right to <br /> comment further as additional documents are produced. My concerns are as follows: 62 <br /> condos located directly next,to my property,accessed by a paved and improved Simons <br /> Road and the tremendous increase in traffic and use of that area will have a direct <br /> negative impact on the property value and intrinsic value of our house, and perhaps other <br /> abutters.
