• Continued support for Mashpee TV using new <br />large screen projectors, laptops, audio equipment, <br />and DVD recording equipment to greatly improve <br />the video and audio quality for the Residents of <br />Mashpee. <br />Goals for Fiscal 2020 <br />• To provide consistent, cost effective and secure <br />connectivity to all Data Processing Resources for <br />all Town of Mashpee departments. <br />• To continue to expand the town wide network of <br />security cameras to provide increased security for <br />residents and town assets. <br />• To expand the MUNIS financial software to <br />include automated Time and Attendance entry. <br />• To expand the types of Permits and Stickers that <br />can be purchased on-line via credit card at the <br />Mashpee Web Site. <br />• To continue Phase 2 of the multi -year Digital <br />Records Management project to alleviate the <br />large amount of paper document storage within <br />town departments. Type of documents requiring <br />electronic scanning, storage, and retrieval are GIS <br />maps, engineering documents, building plans, <br />contracts, Meeting Minutes, Presentations, and <br />Legal Documents. <br />• Continue the PC Installation and Replacement <br />Plan that replaces 33% of the desktops each year <br />to maintain a 3 year Lifespan and Depreciation <br />Cycle. <br />• Maintain awareness of new systems and <br />applications and train user community on proper <br />usage and policies. <br />• To continue Cyber Security training initiatives to <br />enhance overall safety of town data. <br />Three Year Plan and Outlook: <br />• To provide consistent, cost effective, and secure <br />connectivity to all Data Processing Resources for <br />all Town of Mashpee departments. <br />• Continued support and statistical evaluation of <br />our private network to provide a solid, secure, <br />cost effective backbone to all Town data <br />processing needs. <br />• To do a much better job of harvesting financial <br />data out of MUNIS. <br />• To constantly research ways to enhance and <br />expand our private network to better support <br />those in the field, namely Police, Fire, EMT's, <br />and Paramedics. <br />Report of the <br />G1S/NG911/CRS Coordinator <br />To the Honorable Board of Selectmen and Citizens <br />of the Town of Mashpee <br />The GIS Coordinator is responsible for the <br />Geographic Information Systems of the town along <br />with local administration of the Next Generation (NG) <br />911 program, and the coordination of the Community <br />Rating System (CRS). <br />The CRS is a Federal Emergency Management <br />Agency (FEMA) program that gives communities <br />potential discounts on certain flood insurance rates <br />based on flood mitigation steps a community has <br />implemented. Mashpee is currently assessed at a <br />Category 8, which provides some residents living <br />within a Special Flood Hazard Area (SFHA) with a <br />10% discount on flood insurance. The role of the CRS <br />Coordinator is to ensure relevant programs are properly <br />documented for annual review and an in-house audit <br />conducted by FEMA every five years. Mashpee <br />underwent its first annual audit since entering the CRS <br />program in 2017. 1 am happy to report that the town <br />retained its Category 8 rating. <br />The NG911 program began in 2017 but 2018 saw <br />continued refinement of a master address list and <br />development of a map of points that was derived from <br />statewide mapping of buildings. Previous years used <br />a system referred to as the (E)nhanced 911 system. <br />This system relied on a caller's address based on a <br />predicted number range on a given street and lacked <br />the accuracy expected today in a GPS enabled world. <br />(N)ext (G)eneration 911 uses a geocoded point to <br />identify a building's precise location, whether that is <br />right on the street or out of sight at the end of a long <br />driveway. <br />In concert with the IT Department, the GIS <br />Coordinator has continued scanning of all large format <br />.m <br />
