16 Great Neck Road North <br />9vlashpee, 34assachusetts 02649 <br />CHAIRMAN'S REPORT <br />Water Quality Issues <br />Ms. Faulkner discussed the Select Board meeting. Herself, Mr. Hansen and Ms. Waygan were <br />there. She copied the handout of the Mashpee Watershed Nitrogen Management Plan and <br />passed it around. She referenced option 9 and the cost of $88Million that will sewer 1,288 <br />properties. This is the best bang for your buck, costing roughly $68,000 per unit. In addition to <br />real estate taxes this is going to cost an estimated $253.00 more a year. <br />John Cotton — He commented he does not have the estimate in front of him. The total is the <br />value for the median price homes in Mashpee. With the forgiveness process, none of it is <br />guaranteed. We will submit the application and assume we will get awarded. We are in a good <br />position and are confident. The number is assuming present standard taxes. <br />Mr. Balzarini stated the cost for phase one was $60Million. He asked if this number was in <br />addition to that original number. <br />Mr. Cotton noted this is a phase two amount on top of the $64Million. He is looking at last year <br />as phase one and now we are in phase two. We cannot afford this project all at once and the <br />entire town cannot be dug up at the same time. We need to vote on this, and maybe we can <br />figure out some options for financial assistance. We need to consider that some people will <br />find this to be challenging to afford. <br />Ms. Faulkner asked if there could be some options presented prior so it can be spoken on. <br />Ms. Waygan stated the CDBG application is vital. You can get zero percent and there are <br />grants for a community development program. We need to put pressure on the Select Board. <br />Mr. Hansen referenced the $253.00 tax increase. He noted phase two won't affect this year but <br />asked if it would affect next year. <br />Mr. Cotton stated it will be a tax for the next 30 years. Once the treatment center is online, then <br />it's a matter of feeding it. Phase one is still clunky with connections and flipping the switch for <br />flow to start. So many people have to be connected and some people may have extenuating <br />circumstances. An ongoing challenge is getting answers from Weston & Sampson as they are <br />the temporary consultants. <br />Ms. Faulkner noted the recharge capacity. If you look at phase one, it is not until phase 4 <br />where we are at Mashpee Neck and will need to increase the recharge capacity. <br />4 <br />
