7 <br />Mashpee Select Board <br />Minutes <br />December 4, 2023 <br />APPOINTMENTS & HEARINGS <br />Discussion and Alproval of the 2024 Seasonal Poulation Estimate: Town Planner Evan Lehrer: <br />Evan Lehrer, Community Development Director was in attendance to reveal the estimated peak population of <br />36,922 persons for the 2024 summer season, as of July 10, 2024. This is made known for the purpose of setting <br />the quota for liquor licenses in the Town of Mashpee and it is a requirement of the Alcoholic Beverages Control <br />Commission (ABCC). <br />Mr. Lehrer indicated calendar year 2023 was slower in terms of growth with only 28 single family dwellings <br />added to the housing stock. In addition, 7 accessory apartments were constructed. <br />Motion made by Selectman Sherman to approve the 2024 Seasonal Population Estimate of 36,922 persons <br />as of July 10, 2024. <br />Motion seconded by Selectman O'Hara. <br />VOTE: 5-0. Unanimous. <br />Roll Call Vote: <br />Selectman Cotton, yes Selectman O'Hara, yes Selectman Sherman, yes <br />Selectman Weeden, yes Selectman Wyman -Colombo, yes Opposed, none <br />Discussion_and Approval Participation inWthe Public Health Excellence Grant Program for Shared Services: <br />Health Agent Zach 5eabury <br />Zachary Seabury, Board of Health Agent was in attendance with Katie O'Neill from the Barnstable County <br />Board of Health and Environment to review the Public Health Shared Services program grant. The MDPH- <br />Public Health Excellence (PHE) grant assists local boards of health by utilizing cross jurisdictional services or <br />shared services for a more effective and efficient local public health system. <br />Local boards of health can improve compliance with statutory and regulatory mandates and expand the <br />protections and opportunities offered to residents with this grant opportunity by pooling resources, functions <br />and expertise. <br />The PHE grant has been awarded for $481,594 annually for three -years with an opportunity for renewal three <br />times. Funds can be used for staff salaries, staff training, benefits, payroll taxes, travel, program supplies and <br />consultants. <br />There is no fiscal responsibility to take part in the grant or in governance board meetings. Each participating <br />town authorizes a representative to work with the shared services coordinator. Each town has one vote in the <br />development of priorities and public health initiatives for the region and subregions. <br />Ms. O'Neill indicated that they are hiring new inspectors to support existing staff in an effort to accomplish <br />more together rather than individually. For example, if the workload is high, health services would be provided <br />as a team. To date, 320 communities have signed on to take part in the PHE grant program. <br />
