Mr. Rowley asked if the road has been inspected in order to determined the <br />thickness of the mix that is currently on the road. His concern being for those sections of <br />the existing road that will require complete rebuilding and those sections that will be <br />determined to be satisfactory, perhaps it would be best to bring the binder to the level of <br />the existing pavernent and overlay the entire road. In order to achieve a consistent <br />roadway pavernent, he Suggested Applicant place the first I 1/2-inches of pavement, so <br />that it will be even with the existing pavement in those sections where the roadway is <br />satisfactory, and then overlay the entire roadway. This process would result in a smooth <br />roadway surface from the entranceway to the end of the property and which will be 20-ft. <br />ly <br />wide consistent. <br />Mr. Eddy agreed to forward a copy of the Town of Mashpee approval to Mr. <br />Trayzack, Barnstable Planning Department, who has been coordinating this project. <br />Mr. Rowley then explained to the Board how the number of 60 building units had <br />been derived. The developer anticipates to complete 30 buildings per year, which will be <br />market driven. He wanted to establish a point where it would be necessary to address the <br />traffic impacts generated from the developryient, by way of a, right hand turn(s), <br />Attorney Kenney stated Applicant is, seeking assistance fi-orn the Cape Cod <br />Commission in the inatter of traffic mitigation/and additional signalized intersection at <br />the development and Route 28, <br />The Town Planner determined that the revision date for the main set of plans is <br />October '12, 2007. lie than inquired as to whether or not that portion of sidewalk at <br />Noisy Role Road will be extended. <br />Attorney Kenney responded that it will have to be built out as this is a <br />requirement of the Town of Barnstable approval, When the signalized intersection is <br />completed it Would be possible to build the sidewalk, lie would like to leave this matter <br />open for further discussion. <br />The "town Planner clarified that the, To,,vn of Mashpee does not have any, <br />standards or requirements within the subdivision regulations for sidewalk construction. <br />At this point of the discussion the Chairman deferred to Mr. Rowley regarding <br />Applicant's request to arriend his suggestion requiring, a two (2) year tirnefi-arse and/or <br />completion of the sixtieth building unit, whichever Occurs first, for completion of the <br />signalized intersection, Applicant, is requesting a tiniefi-acne of three (3) years. <br />Mr. Rowley stated his preference would be to see the completion of the <br />intersection sooner, rather than later, so that this matter is not forgotten, He feels that a <br />two (2) year timefi-arne is reasonable as Applicant will provide information to the State in <br />a fairly short period of time, He feels that it will be known fairly soon as to the State <br />requirements with respect to design and construction completion, <br />9 <br />
