In order to avoid traffic issues at son-te point in the future, he is suggesting that <br />this matter be addressed sooner, within the two (2) year timeftanie, Also, this would <br />avoid the question ofresponsibility at a later date. In his letter he states, the end of <br />two (2,) years,.." so that in the event the traffic generated from the Subdivision is not such <br />that another turn is warranted, the Planning Board would have the opportunity to review <br />the matter and possibly extend the timefraine. <br />Mr. Rowley suggested that Applicant make it known to VfIB that the Mashpce <br />Planning Board is suggesting a right hand turn lane, with the request that they incorporate <br />said turn into, their proposal. <br />Mr. Eddy indicated that this matter was discussed at a meeting last week, and this <br />suggestion will be part of any further discussion and design process. <br />Mr, Rowley suggested that, it would be more cost effective if the right hand turn <br />lane is, incorporated into the design now rather than being addressed at a later date, <br />The Chairinan recognized AtIoniey Kevin Kirrane, who stated that anything that <br />could be done tea improve the intersection would be welcoined, as there is great difficulty <br />currently getting in and out of his office complex. <br />"I"here being no further Board or Public comment the Chairnian entertained a <br />Motion to close the Public Hearing, <br />MOIION: " Dennis Balzarini rnade a Motion to close the Public Hearing in this <br />matter; which Motion was duly seconded by Thomas OHara and so voted unanimously. <br />The Town Planner suggested the side,,\,a,lk issue be addressed at the time the <br />signalized intersection is designed. And that this matter be addressed as a Condition <br />within the Planning Board Decision. He suggested the following language, -Shall <br />consider extension of the sidewalk out to Route 28 in conjunction with signalization of <br />Noisy Hole Road/Route 28." <br />It was the general consensus of the Planning Board to agree with Mr. Rowley's <br />recommendation of a two (2) year timeft-arne for completion of a signalized intersection. <br />Mr. Rowley drafted the following language fbr the Decision, "Noisy Hole Road <br />shall be rebuilt to the end of the property with a 20-11. wide paved surface. A I 1/�,Ancli <br />binder course laid on a 6-inch compacted gravel base in all areas except where suitable, <br />20-ft. wide paved surfaces exists. Binder shall be brought to the level of existing <br />pavement. A 1-inch overlay, properly prepared shall be placed on the entire length of <br />roadfirorn the development entrance northwesterly to the end of the property." <br />There being no further Board discussion the Chairman entertained a motion. <br />�6 <br />
