A TMDL has not been <br />established for this area. He explained that MassDEP has a nice TMDL viewing feature, and it <br />tells you what watershed it goes to. The water quality section of the report asks for impacts, <br />that wastewater is included in the TMDL calculations, up to volume of capacity. If it is being <br />managed properly and not exceeding capacity, that effect is negative or zero increased effect. <br />It's certain milligrams of nitrogen per year and most of the nitrogen loading is wastewater, <br />while the remaining is atmospheric and fertilizer. Lastly, he asked them to look at the Cape <br />Cod Commission method to calculate base loading for site. He stated this project was not <br />under the purview of the Commission, it's just one tool to help guide that decision and analysis. <br />Ms. Faulkner asked who would own the open space, and it was said the homeowners will be <br />responsible for the maintenance. <br />Mr. Yergation stated it will remain deed restricted, will never be built on, and contiguous. It <br />represents 57% of the total land area for the subdivision. <br />Mr. Hansen stated a subdivision of this lot size should have a streetlight at the entrance and <br />illuminate the sign, in the least. He pointed out Lot 7 not being on the plan. <br />Mr. Lehrer commented that would be the open space parcel, currently a structure proposed for <br />demo. The plan is to remedy the site for natural vegetation. <br />Mr. Yergation stated that area may be mulched and allow for the area to naturally vegetate. <br />Ms. Waygan declared in her job with the Town of Yarmouth, she interacts with Mr. Healy and <br />BSC Group, but this project won't pose a conflict. She asked them to figure out what the best <br />technique would be to revert it back to its natural state. She likes the Post Contact Sensitivity <br />Zone on the plan, and she likes the triangle and the notation of open space. In reading about <br />low impact development, in the bylaws it talks about nitrogen removal and the runoff from roofs <br />and buildings. It is supposed to be pretreated through a natural means. <br />Mr. Yergation pointed out the biggest constituent of nitrogen loading is wastewater. In <br />sewering, we are removing that from the equation with no on -site septic. The storm scepter <br />water quality units are removing a lot of nitrogen and phosphorus. Ms. Waygan asked the <br />location of that, and it was answered it travels toward the natural depression of land. It is in the <br />road and is collected through three catch basins that then discharge to a vegetative surface. <br />A <br />
