They <br />will leave the area to naturalize on its own. To call it a dwelling is a stretch. It is in decrepit <br />condition and the area has already started to naturalize. There is no foundation, it's on <br />concrete block. <br />Nick Galanis from New Seabury Homes reiterated the structure is on cinder blocks. It is more <br />of a shed and the garage has maybe two walls still standing. He doesn't think there is a Title 5, <br />there is no bathroom, and trees are growing up through the structure. <br />Tree Preservation Plans: These are prepared when an individual lot is being developed. The <br />bylaw is not applied when land is subdivided, it's when homes are developed and it mentions <br />setbacks. <br />Mr. Lehrer elaborated that the Tree Preservation Bylaw identifies a tree lot on a particular lot <br />using minimum setback criteria. You can't establish a tree yard when there are no setbacks <br />and there are no protected trees. Tree preservation plans or certificates of exemption are done <br />at the time of building permits being pulled for individual homes. They establish a tree yard to <br />identify what protected trees exists. A building permit requires a Tree Preservation Plan. <br />Sign and Lighting Details: Included details of proposed stone sign. They conform to local fire department standards. Water distribution would have <br />to be approved by the Mashpee Water District. <br />Mr. Pesce noted Fire Chief Phelan provided comments on May 13th that the layout is sufficient. <br />The hydrant proposed at the end of the road is good. The nearest hydrant is 570ft. before the <br />entrance. He asked that an additional hydrant be added to the entrance. The revised plans <br />showing the front hydrant were received. <br />The proposed entrance is safer where it is than off Red Brook Road. Mr. Balzarini drove <br />through there to look more intently, and he agrees. <br />Proposed Open Space/ Vernal Pool: As previously stated, the BSC Group scientist stated <br />there were no wetland resources that would affect permitting.
