N. <br />Select Board <br />Minutes <br />December 16, 2024 <br />APPOINTMENTS & HEARINGS <br />Public Heariln),- _11rivate to q lic Road Conversion of Blue Castle Drive: (continued) <br />I .he hearing was opened to solicit comment, <br />1rnest Virgjlio, a resident of Blue Castle Drive conveyed concern regarding the road configuration and its <br />construction which previ(ni-sly created a large drainage problem in front of his honte. Mr. Virgilio indicated <br />fie expended a considerable arnount of'personal funds to prevent water darnage addirig con,.kment regarding <br />t1w road conversion as it does not include the entire road which. should be included in the project scope. <br />Mr. Virgilio asked why true developer was even. allowed to build a, developriVient starting in the middle of' <br />tine road and in. his opinion., those homes at the beginning of the road are being negleoe(:L Fle asked if this <br />is discrimination. <br />A resident of Blue Castle Drive, who is also not a part of the development stated that most residents are <br />against the building of the road, and ti-tat more discussion is required to prevent this from happening. <br />In response, the DPW Director indicated that as majority of" residents on Blue Castle Drive initiated the first <br />petition, If a second petition is submitted and approved at Town Meeting, the residents would be requidred <br />to share Llie cost equally. It was noted flue Planning Board. released the covenant on Carriage load, arid it is <br />the opinion of the Plarn-ting Board the developer has complied with all requirements. In the process which <br />would bring the road to Iwn sUmdard, the road at the current configuration would shift to the actual <br />layout of Blue Castle Drive. <br />In discussing this matter the DPW Director noted that staff members rec(.:)rnrnended to irnprove Bh.ie ( - . 'astle <br />Road in its entirety, however after the Planning Board's review, sections of the road that consist of (Dirt and <br />gravel -not improved by the developer are required to be constructed to standard. Sections of the road, not <br />part of the Planning Board's decision will be improved with drain4ge during the reconstruction process. <br />Tatyaria I.,isichenok, a resident of 38 Blue Castle Drive indicated she does not want the road improved. She <br />is very happy with file dirt road as it CUrrently exists. <br />Mary ay ;an, Chair of tine Planning Board indicated the Blue Castle subdivision is unic�ue as it includes a <br />bisecting road, and a dirt road.. When asked. to support the improvements, the road itself was not built -out, <br />and it was realized that a shift in the road layout was required. The staffrecommendation was to improve <br />the wliole road as a part ofthe plan. However, some residents did not want the improvement. Ms. Waypan <br />added the public hearing was open for 18 niontfis. At the request of the abutters, portions unapproved were <br />requested. to be improved, while others did not want (fie niftigation. <br />When. asked about the drainage issue, Mr. Virgilio stated there was no drainage problem until the road was <br />constructed. <br />
