MINUTES June 15, 1989 3 BOARD OF HEALTH <br /> Mr. Evans stated good soil was found when the perc test was performed <br /> however ground water was found at 101 . <br /> Mr. C. Costa explained that ground water was located at .4 which means <br /> the bottom of the system must be installed at 4.4. Mr. C. Costa stated he <br /> would prefer not to install the system with the flow difussors as this would <br /> encroach on the property line. <br /> Mr. C. Costa stated he could not contact the abutter on lot 90. <br /> Mr. G. Costa commented he would like to maintain a 100' distance from <br /> lot 90. <br /> Mr. Greelish motioned to grant the emergency repair with the stipulation <br /> a 100' distance is maintained between the well on lot 90 and the septic on <br /> parcel 104, flow difussors are utilized as presented on plans and no increase <br /> in habitable space may take place on this lot, Mr. Doherty seconded, all agreed. <br /> Mr. G. Costa stated this Variance may not take effect until such time as Mr. C. <br /> Costa has submitted revised plans delineating changes as stipulated in the <br /> Variance approval . The Board forwarded their signatures to the Emergency Repair <br /> Certification form. <br /> 9. ) Review of plans submitted - lot 101 Wilson's Grove, Doyle Eng. <br /> Mr. Roland wilson was in attendance for this plan approval . <br /> Mr. Wilson stated he did receive approval from the Zoning Board of Appeals <br /> and presented engineering plans before the Board. Mr. Wilson informed the <br /> Board the proposed dwelling will be hooked into High Wood Water. <br /> The Board approved plans as presented. <br /> 10. ) Review of bond fee for haulers - Mr. Greelish recommended all haulers <br /> e required to post a $1 ,000.00 bond for the first year and commented <br /> if a licensed haulers is delinquent in his payments to the town, which <br /> will be expected within thirty days , the permit will be revoked and the <br /> bond called. Mr. Greelish commented it will be at the Boards discretion <br /> to determine the bond fee once a problem in payments arises. Mr. Greelish <br /> recommended a letter of credit, certificate of deposit, cash or bond be <br /> excepted. <br /> Mr. Greelish motioned to require a bond be posted by all town licensed <br /> haulers in the amount of $1 ,000.00, a letter of credit, certificate of <br /> deposit or cash in stated amount will be excepted, the haulers will be <br /> allotted a thirty day time frame from date of billing in which to make <br /> payment, if delinquency occurs the permit will be revoked and the bond <br /> called, letter of credit, certificate of deposit or cash will be held <br /> by the town treasurer until payment is made, the Board of Health, at <br /> its discretion, will determine a new bond amount. The $1 ,000.00 bond, <br /> letter of credit, certificate of deposit or currency is required by <br /> July 1 , 1989. This set amount is subject to change one year from this <br /> date, Mr. Doherty seconded, all agreed. <br />
