MINUTES - BOARD OF HEALTH MEETING - JULY 13, 1989 <br /> page 5. <br /> A discussion ensued regarding why pairs of wells are required at different <br /> depths to monitor "floaters and sinkers" and the effect of rainfall on the <br /> urface of the groundwater table. Surface water monitoring will also be required. <br /> Mr. Fudala stated that he has elected to come up with a list of specific <br /> standards of water quality. My standards are the most conservative, using EPA, <br /> WHO. I have different standards set up for effluent, groundwater and surface water. <br /> I am concerned about different standards of each. I would like you to review these <br /> documents and comment on them. The two sets are identical except for section 12. <br /> The Planning Board will adopt something next Wednesday. <br /> 16. VARIANCE REQUEST, CAPE & ISLANDS, FOR BECKER, 23 SECONSETT POINT ROAD. <br /> Variance request from 1000 gals pit to a 600 gals pit due to proximity of <br /> Waquoit Bay. Mr. McQuaid suggested the 5' 1000 gals pit or installing the primary <br /> and reserve.Mr. Slavinski stated he would have proposed the "wiggins" pit had he <br /> drawn up the plans. Mr. McQuaid indicated that for the owner' s benefit, a 1000 gals <br /> pit should be installed so that if later on an addition is proposed the system <br /> would be able to handle it. Mr. Greelish motioned to approve the variances with <br /> Mr. McQuaid' s suggestion of the "wiggins" pit. Mr. Doherty seconded. All agreed. <br /> (#16 was taken out of sequence because Mr. Slavinski was present for earlier item) . <br /> 3. MEMO FROM EX. SECRETARY RE: PROPOSED BOH ARTICLE FOR NOV. SPECIAL TOWN MEETING <br /> Waiting for Selectmen' s response as to whether they will co-sponsor article <br /> on fines for illegal dumping. <br /> MEMO FROM EX. SECRETARY RE: SCHEDULED SPECIAL TOWN MEETINGS. <br /> Noted. <br /> 5. DREDGE ANALYSIS, SECONSETT ISLAND, PAUL MCCLATCHEY <br /> BCHED' s Dr. Butler commented on the analysis report that the material , in his <br /> opinion, is suitable for landfilling. Mr. McQuaid informed the Board that Dr. <br /> Butler' s opinion is that with subsequent rainfalls the sodium and conductivity le- <br /> vels would drop. Mr. Greelish stated that he does not want to see this dredge <br /> brought to the landfill . After three months of letting the rain permeate through <br /> and after retesting we may consider letting them bring what' s left to the landfill . <br /> 6. ROUTE 151 TOWN COMPLEX MEETING-DISCUSSION. <br /> This was previously discussed regarding the firing range proposal . At the <br /> meeting, Mr. McQuaid suggested that they make do with the septic system on site <br /> until a regional treatment plant is available. <br /> 7. BOARD OF APPEALS AGENDA. F.Y.I. <br /> Noted. <br /> 8. FAREWELL LUNCHEON FOR JOE MURPHY -- 7/14/89 @12:00 <br /> Noted. <br /> 9. SOUTH CAPE BEACH ADVISORY MEETING 7/24/89 @7:30 pm. <br /> Mr. Evans indicated he would be attending. <br /> Mr. Mcquaid informed the Board that Joe Murphy was contacted by the State Beach <br /> personnel as to whether the trash could be hauled to Otis and the Town bill the <br /> state. This was rejected. <br />
