MINUTES - BOARD OF HEALTH MEETING - JULY 13, 1989
page 6.
10. COPY OF MASHPEE SEWER COMMISSION MINUTES. F.Y. I.
Mr. Doherty indicated his displeasure with the fact that things were moving
o slowly. Mr. Greelish indicated he would like to attend some of the meetings.
It was stated that Mr. Grassetti should not have to be chased around.
11 . EMERGENCY REPAIR, DEBARROS FOR PAUL GEARY, 100 PINECREST AVE.
Mr. McQuaid stated that the pumping record itself indicates a failed system.
He also stated that the agent does the final inspection on these repair jobs and
the distances are verified at that time. Mr. Greelish motioned to grant the
variance and allow the repair job. Mr. Doherty seconded. All in favor.
12. REVISED SUBDIVISION PLAN, CAPE & ISLANDS FOR COOPER/PEDERSON (OFF OLD BARN-
STABLE ROAD) , Mr. Mcquaid stated that this had previously been submitted and
that we had requested that they relocate the wells and septics. We want the septics
in the front and the wells in the rear to better access the septics for maintenance.
We also wanted to make sure that the center lot, owned by others, not be rendered
unbuildable due to well/septic locations. Mr. McQuaid and Mr. Greelish indicated
they were satisfied with the revised plan. Mr. McQuaid stated he would forward
comments to the Planning Board.
13. MORATORIUM WAIVER REQUEST, 19 PAPNOMET ROAD.
Plans previously approved pending EPA 624 results.Mr. McQuaid stated that he
verified with the Assessor' s office that this is unregistered land and therefore
the waiver has to be recorded in the non-land court. If the home is subsequently
rented out an annual EPA test shall be performed and the tennant given a copy of
the results. Also a second statement shall be signed by the owner indicating
`hat once public water becomes available, he will tie into it. The waiver was
proved and signed by all Board members.
14. SIGN OFF ON MORATORIUM WAIVER (PREVIOUSLY APPROVED) .
Board signed the waiver.
15. PERC EXTENSION REQUEST, SCHECHTER, 134 WHIPPOORWILL CIRCLE.
Mr. McQuaid indicated the lot had previously been perced in 1986 and reperced
in 1988. He further commented that GWE is at 4 feet which concerns him and the
individual requesting this extension is a different owner and most likely would
submit a different set of plans with the proposed septic in a different location,
therefore a new pert at that location is recommended. Mr. Greelish motioned to
deny extension, Mr. Doherty seconded. All in favor. Applicant to be told reason
for denial .
17. DISCUSSION OF OTIS TRANSFER STATION BILLING PROCEDURE.
Mr. McQuaid explained when and what we would be receiving from Otis and the
proposed billing procedure as developped by Virginia Valiela. Mr. Greelish stated
that the computer program to handle this was almost complete. He stated that we
would also be receiving one bill monthly from Semass, on a calendar month, payable
net 30 days. Non-acceptables reaching Semass will either be returned to Otis or
handled at Semass and the cost of disposal charged back to Otis and eventually
charged back to the towns on a % of tonnage shipped basis.
Packers and our contractor will receive a ticket from Otis each time they
bring a load. Weekly summaries will be sent to the towns along with two copies of
e drop-off tickets, one for the towns file and one for the paker' s bill . Based
this a % load will be charged to the town by Bay Colony at $6.89/ton.
Mr.McQuaid indicated that for now we will have to manually add up the tonnage
to be charged to each company as the scale computer at Otis is not programmed to
do this yet. Howver, there are ways to double check our figures because the drop
