3 <br /> <br />Community Preservation Committee <br />Minutes <br />July 5, 2011 <br /> <br />APPOINTMENTS & HEARINGS: <br /> <br /> Public Comment: (continued) <br /> <br />To alleviate misconception, members of the Community Preservation Committee <br />re-confirmed their vote to recommend to Town Meeting to allocate $357,000 for <br />the purposes of funding the Santuit Pond Restoration Project by using an artificial <br />aeration and circulation system. The vote was 7-0-1. Mrs. Buschenfeldt was <br />noted to have abstained as she resides on Santuit Pond. <br /> <br />The CPC Committee advised the proponents of Santuit Pond to attend Town <br />Meeting in large support of this very worthwhile project. <br /> <br />Review of CPA Application for October 2011 Town Meeting: <br />Pickerel Cove Recreation Area: <br /> <br />Catherine Laurent, Director of Public Works was in attendance with Andrew <br />McManus, the Town’s Conservation Agent to discuss the revised Pickerel Cove <br />Recreation Area application, a CPA project to provide public access and <br />recreational improvements at the former Vinhaven property. <br /> <br />The amended project proposal includes the re-establishment of a 2-acre open <br />recreational field, the construction of a 6-space parking lot (where a trail currently <br />exists), and the establishment of car-top boat access with a drop-off on Pickerel <br />Cove on Mashpee/Wakeby Pond. The request for CPA funding is $64,160. The <br />price proposal includes funding for the boat launch, signage and a gate in addition <br />the 2-acre field, and road/parking lot. Ms. Laurent explained the project was <br />slightly revised to confirm to the requirements of the Conservation Restriction <br />imposed on the property by the Division of Fisheries and Wildlife at the time of <br />the open space purchase in 2008. <br /> <br />Ms. Laurent indicated that a meeting was held with the Conservation Agent and <br />the gentleman who opposed the project at the last Town Meeting. Mr. Brecker, a <br />resident of Pickerel Cove was noted to have related concern with regards to <br />excessive parties, illegal dumping and ATV use in this area. Upon discussion, it <br />was noted that Mr. Brecker became more open to the project proposal. It was <br />explained the goal of the project is to promote a more responsible area by <br />improving the recreational usage and accessibility of the Pickerel Cove <br />Recreation Area. It is a well warranted project and it is hopeful the improvements <br />will minimize vandalism. With improved access, there will be increased police <br />monitoring. The Recreation Department is expected to support the project at <br />Town Meeting and several parents have also expressed support of the project. <br /> <br />
