" <br /> Mr. McQuaid stated, "I believe the whole thing is H20. " <br /> Mr. Greelish stated, "The problem is the gas. " "We <br /> could not permit habitable space above the garage. " <br /> Mr. McQuaid stated, "A perc test was performed on July <br /> 30, 1993 . " "There is not 4' of permeable sand. " "There is <br /> perched water at 4 1/2' due to a peat layer. " "Groundwater <br /> was encountered at 91 . " "Quite a lot of strip-out must take <br /> place to get a system in there that will function. " "Moving <br /> the tank out from under the garage will lessen the area that <br /> is available to put in a repaired system. " <br /> Mr. Greelish informed Mr. Petze he should retain an en- <br /> gineer to survey the situation and ensure the system will <br /> function. " <br /> Mr. Evans informed Mr. Petze this Board will sign off on <br /> the emergency repair however, he is required to sign the af- <br /> fidavit which stipulates no increase in habitable space. <br /> Mr. Doherty informed Mr. Petze, "Even if this Board were <br /> to grant the emergency repair D.E.P. must approve the vari- <br /> ance for strip-out. " <br /> Mr. McQuaid recommended the Board consider allowing an <br /> installer to use the existing engineering plans, use the re- <br /> serve area as shown 'on the plan, elaborate on that to ' iden- <br /> tify how much to strip-out, the diameter of the strip-out,' <br /> the diffuser system and the amount of stone. "We could con- <br /> sider sending that to D.E.P. as an after the fact approval. " <br /> Mr. Greelish stated, "This Board could approve engi- <br /> neered plans but not otherwise. " <br /> Mr. McQuaid commented, "Where there is no other solution <br /> it has been our experience from D.E.P. that they will grant <br /> the necessary variances on a failure, as long as there is no <br /> potential increase in flow. " <br /> Mr. Greelish informed Mr. Petze, "It order to occupy the <br /> dwelling the system will require frequent pumping. " "it is <br /> conceivable that this Board could condemn the house. " <br /> "Should you choose to continue with your proposal you will be <br /> required, during the interim, to oversee the system and con- <br /> serve water. " <br /> Mr. Petze requested a two week continuance. <br /> I <br />
