+ r, <br /> MINUTES September 16 , 1993 9 BOARD OF HEALTH <br /> "If a homeowner had to replace the well, pump, tank, etc. , <br /> every fifteen years it is still more expensive to operate a <br /> private well than town water. " <br /> Discussion took place regarding cost comparisons between <br /> private well maintenance and fees associated with public wa- <br /> ter service. <br /> Mr. Doherty stated, "The Board has heard enough comment <br /> and the matter is closed. " <br /> Mr. Ball motioned to hold the matter open for a 30 day <br /> period during which written comment will be accepted, once <br /> the 30 day time frame has expired the Board will render a de- <br /> cision, Mr. Greelish seconded, all agreed. <br /> Mr. Greelish questioned Mr. Orlando as to what percent- <br /> age of water district customers are using the minimum water. <br /> Mr. Orlando responded, "Approximately 40% providing a <br /> private well is used for irrigation purposes. " <br /> APPOINTMENT; Shore Drive/Clover Lane <br /> Attorney Robert Mills, Mr. & Mrs. Rossetti and Roger <br /> Michniewicz, P.E. were in attendance. <br /> Attorney Mills relayed, "We are present this evening on <br /> an informal basis to discuss the regulation regarding 4' of <br /> naturally occurring permeable soil between the bottom of the <br /> leaching facility and groundwater. " <br /> Mr. Michniewicz presented plans and relayed, "The lot is <br /> 6,500 square feet. " "The issue is perk tests performed on <br /> this lot indicate we cannot meet the Board of Health regula- <br /> tion regarding 4' of naturally occurring permeable soil be- <br /> tween the bottom of the leaching facility and groundwater. " <br /> "The terrain on the lot slopes from elevation 10 to elevation <br /> 6. " "We installed a perforated pipe to monitor the groundwa- <br /> ter. " "We have approximately 2' of sandy soil in the loca- <br /> tion of the proposed leaching facility. " "The Rossetti's <br /> have owned the lot and have paid taxes on the lot since <br /> 1963 . " "Additional State variances are requested. " <br /> Mr. Greelish informed Mr. Michniewicz , "Title V provisions <br /> require 4' of naturally occurring permeable soil above the <br /> water table.
