MINUTES October 7, 1993 5 BOARD OF HEALTH <br /> Mr. Greelish relayed, "Due to the strip-out that is re- <br /> quired and variance relief sought I would be inclined to deny <br /> the requested relief. " <br /> Mr. McDonald stated, "There are houses all around this <br /> lot of this scale or larger. " <br /> Mr. Greelish commented, "There are existing structures <br /> there, sometimes the data brought to us are somewhat biased <br /> in one direction or the other or test results that are unfa- <br /> vorable but not submitted. " "In the past due diligence was <br /> not the hallmark of this Board but it is now. " "Most of the <br /> property in the vicinity is low lying and marginal. " "This <br /> area, as well as, other areas have ground saturation condi- <br /> tions in the soil . " <br /> Mr. Doherty relayed, "It is a matter of physical space <br /> not being there. " "This Board will not permit a leaching fa- <br /> cility within 100' of the wetlands and the separation from <br /> groundwater is just 4' . " "The problem with that is the mate- <br /> rial in between is very questionable, it's not all good per- <br /> meable soil it is mixed with impervious material. " "There is <br /> -an. - abutter on oneside who- objects- to the installation of a <br /> retaining wall along his property line which must be recog- <br /> nized as a valid objection. " <br /> Mr. Ojala questioned Board members as to what type of <br /> pollution the Board is concerned with. <br /> Mr. Doherty responded, "This Board is concerned with the <br /> 100' distance requirement from the wetlands and 4' of <br /> naturally occurring permeable soil between the bottom of the <br /> leaching facility and groundwater. " "We will not approve <br /> mounded or striped-out systems to be constructed where soils <br /> are unsuitable. " <br /> Mr. Ojala questioned Board members as to whether the <br /> Board would approve the installation of a denitrification <br /> system. <br /> Mr. Doherty relayed, "The denitrification systems are <br /> still experimental . " "None of them have been proven and <br /> there is no way to quantify the benefits in terms of a <br /> trade-off with distance. " <br /> Attorney O'Connor stated, "Systems like Bio-Clear has <br /> received a site-by-site approval . " "We would be willing to <br /> be subject to the installation of such a system. " <br /> Mr. Greelish explained the reasoning for distance re- <br /> quirements between a body of water and a leaching facility. <br />
