f' f <br /> MINUTES October 28, 1993 2 BOARD OF HEALTH <br /> Mr. Fohlin stated, "All abutters are opposed to proposed <br /> plans. " "They would not attend tonight's meeting as they <br /> were afraid of repercussions from New Seabury. " "I measured <br /> 6' of water at low tide in the catch basins. " <br /> Mr. Doherty explained to Mr. Fohlin the procedures and <br /> requirements associated with a perk test. <br /> Mr. Greelish commented, "Both agents have been on-site <br /> and have observed test pits, soils and the water level. " <br /> "Technically, the plan can be submitted as a Title V system. " <br /> "There is nothing this Board can do unless there is a real <br /> technical problem. " <br /> APPOINTMENT: 19 Tide Run <br /> Mr. John Slavinsky, P.E. , was in attendance for this <br /> scheduled appointment. <br /> Mr. Slavinsky relayed, "Plans were submitted and ap- <br /> proved in 1989. " "At that time the Board of Health regula- <br /> tion was 100' from the mean high water mark. " "Regulations <br /> has since changed and the -Board- now requires 100' from the <br /> edge of the wetland area. " "Mr. McQuaid and I reviewed plans <br /> and decided trenches would provide the 100' from the edge of <br /> the wetland area. " "The owner is requesting a 10' sideline <br /> variance. " <br /> Mr. McQuaid commented, "A primary and secondary with a <br /> bull-run valve are proposed. " <br /> Mr. Slavinsky stated, "An "Order of Conditions" was is- <br /> sued by the Conservation Commission in 1988 and will expire <br /> this May. " "The variance relief sought is from the sideline <br /> which faces the street therefore no direct abutters will be <br /> affected. " <br /> Mr. Greelish motioned to grant a 10' sideline variance <br /> and to approve the installation of trenches, Mr. Ball sec- <br /> onded, all agreed. <br /> 197 SHORE DRIVE <br /> Mr. John Slavinsky, P.E. , was in attendance representing <br /> the owner of 197 Shore Drive. <br /> Mr. Slavinsky stated, "The owner would like to upgrade <br /> his existing cesspool. " "The cesspool is currently located <br /> on the adjacent lot, (common ownership) and is situated on <br /> the coastal bank.
