MINUTES October 13, 1994 12 BOARD OF HEALTH
100% of the people in this town to do." "But this isn't being asked of me it's asking for
me to pay to have five people to have town water who quite frankly at the beginning of it
didn't want it."
Mr. Cram questioned what the Water District saids in regards to this?"
Mr. Ball commented, "They don't have the right to enforce this, it is up to us."
Mr. McQuaid stated, "Kenny, believe me it is nothing personal." "If this were to
have been brought to my attention or if I picked this up from any developer I would have
brought it to the Board."
Mr. Marsters stated, "I understand, I am not taking anything personal." "Believe
me, no problem."
Mr. Cram stated, "We are in a position where we can't create a precedent down
the road where somebody else is going to along......"
Mr. Marsters stated, "I think if this is the case then you had better start asking
individuals to hook-up under this circumstance not just developer's." "Why me vs. Joe
homeowner."
Mr. Cram stated, "The thing is we have two separate entities here." "You have
the Water District and you have the Board of Health." "We can't answer for them as far
as what their policies and rules and regulations are neither can they answer for us." "This
is the tough part of this, when you have two separate bodies trying to come up with an
ultimate decision to make everybody happy."
Mr. Marsters stated, "A lot of times when your dealing with Joe homeowner now
you are going to deal with the Water District because if your dealing with a developer
everybody assumes I can put my water in and I can." "But, if I was Joe homeowner now
you have to get the water department involved in bringing the pipe down here." "Maybe
they wouldn't want to do that."
Mr. Doherty questioned, "How many other homes in these cut-de-sacs are you
going to be looking for wells on?"
Mr. Marsters responded, "None, those were the only two." "They are the only
two left."
Mr. McQuaid questioned, "You didn't buy any over here" (show to the Board).
