MINUTES October i 3, 1994 7 BOARD OF HEALTH <br /> Mr. Marsters stated, "I don't think that I should have the expense of bringing it <br /> down someone else's property." <br /> Mr. McQuaid stated, "Then bring it down the road, bring it down the easement." <br /> "How much money are you talking vs. well?" <br /> Mr. Marsters stated, "If you bring it down someone else's easement then they have <br /> to pay for a betterment." <br /> Mr. McQuaid stated, "You are all paying for a betterment." "This guy is paying <br /> for a betterment because the water is coming up Dover Road." <br /> Mr. Ball stated, "It depends on what street he is on." "He's on Dover or he's <br /> )! <br /> on..... <br /> Mr. McQuaid stated, "No, he is fronting public water, he is paying a betterment <br /> and he is paying betterment." (referencing the two built upon lots on Windermere) <br /> Mr. Cram stated, "You have no choice on this as I understand it because the Water <br /> District Commission automatically assesses whether you like it or not_" <br /> Mr. McQuaid stated, "Whether or not you get town water in ten years you are <br /> paying a betterment now if you live in Mashpee." <br /> Mr. Ball stated, "Not a true betterment." <br /> Mr. Doherty stated, "If the Water District contracts to do it the betterment is <br /> obviously paying for the work." "If he is forced to do it then who is paying to actually <br /> physically dig up the road and lay the line." <br /> Mr. McQuaid responded, "The developer." <br /> Mr. Doherty stated, "But I don't know if I am too sympathetic to that." <br /> Mr. Ball stated, "Well gentlemen what do you want to do." "Do I hear a motion <br /> to rescind last weeks vote and reconsider tonight." <br /> Mr. Doherty stated, "On what base, financial hardship?" "What is the basis for <br /> reconsideration." <br />
