M ... <br /> Select Board Members Cotton and O'Hara and Planning Board Members Richardson and Balzarini agreed <br /> that the HPP is a good plan that addresses many issues. Select Board Members Weeden and Wyman- <br /> Colombo and Planning Board Members Waygan and Faulkner identified several major concerns with the <br /> HPP. Planning Board Member Faulkner stated that those involved with the compilation did a mammoth job <br /> with the charts and graphs, but expressed concern that the plan should deal exclusively with affordable <br /> housing and should not include market rate housing. She stated that the proposed HPP exceeds the bounds <br /> of what a HPP should entail. <br /> Additional comment was received from Andrew Gottlieb who gave an opinion on the weakness of the plan <br /> as it does not strategize housing and flow. The DEP will most likely have concern with respect to <br /> wastewater flow. The wastewater infrastructure should be the backbone of the plan. There is a choice to <br /> concentrate the flow and to transfer the flow capacity to other parts of town where it is planned to have <br /> sewers. Where does the town want to concentrate development, and areas of density. The plan should be <br /> aggressive to blend the two together. <br /> Allan Isbitz noted the comments and questions should have been included however, it was recommended <br /> the joint parties support the plan as written. Mr. Lehrer in closing stated he believes the document to be <br /> intentional as it is written for affordable housing needs with specificity to wastewater flows and adequate <br /> infrastructure. There is a need to create a certain amount of housing diversity to sustain a number of units, <br /> and the plan articulates this need.
