The revised plan includes using existing piers, shortening the fuel dock extension, and reducing <br />the number of slips from 43 to 39. Based on input from the Harbor Master and Waterways <br />Commission, further modifications will be made. <br />COMMISSIONERS COMMENTS <br /> <br />2. The Associate Member speaks in support of the proposed project, having experienced <br />difficulty in navigation and sharing the same safety concerns. <br />3. The Commissioner notes the shellfish habitat which will be impacted by the proposed <br />dredging and questions if that will fall under the Natural Heritage and Endangered <br />Species Program (NHESP), Chapter 91, the Harbor Master, and the Shellfish Constable. <br />The map for NHESP has been submitted with the proposal, and this area is not mapped as <br />rare species habitat. <br /> <br />PUBLIC COMMENTS <br /> <br />th <br /> Abutter letters were received and will be addressed at the August 8, 2024 meeting. <br /> <br />AGENT COMMENTS <br /> <br />Project Scope: <br />o Dredge marina to improve navigation and accommodate larger vessels. <br />o Reconfigure layout to expand slip space and increase vessel capacity. <br />o Minimize wetland impact through upland and water access. <br />Key Issues: <br />o Salt marsh degradation due to runoff from the marina parking lot <br />o Existing fixed piers provide insufficient sunlight penetration to underlying salt <br />marsh areas. <br />Proposed Solutions: <br />o Maintenance dredging with siltation control measures. <br />o 50/50 sunlight penetration grating on piers and gangways. <br />o Composite grating for increased light penetration. <br />Regulatory Compliance: <br />o Condition all Division of Marine Fisheries recommendations: <br />o 25 ft dredging setback from salt marsh. <br />o Restricted dredging period (Jan 15 - May 31). <br />o Barge usage restrictions. <br />o Complete pile removal. <br />o Note: Harbor Master review and onsite meeting scheduled for July 10th. <br /> <br />9 <br /> <br /> <br />
