(cont.6/13 & 7/25) <br />Michael Borselli, accompanied by Angela Tanner from Crawford Land Management. <br /> <br />Purpose <br /> Installation and maintenance of a bulkhead to mitigate further settlement of the existing <br />stone wall along the shore edge. <br /> <br />Bulkhead Function: <br /> Encapsulates the existing stone wall. <br /> Prevents sedimentation. <br /> Protect wetland resources from stone displacement into the ocean. <br /> <br />Access Concerns and Solutions: <br /> Initial Concern: Difficulty accessing the site from the upland to install the sheet pile <br />bulkhead. <br /> Proposed Solutions: Utilize barge access from the canal <br /> Outcome: Consultation with contractor confirmed that upland access is feasible and <br />practical. <br /> The access method is depicted in the submitted plan. <br /> <br />Environmental Concerns <br /> Issue: Potential disruption to a narrow band of salt marsh vegetation at top of the wall. <br /> Mitigation Measures: Protection strategies during the bulkhead installation and limited <br />surface vegetation disruption with plans for restoration. <br /> Restoration Plan: Developed by Crawford Land Management, which includes detailed <br />restoration and buffer enhancement with native plant species. The plan was submitted to <br />the Commissioners for review. <br /> <br />Coordination with other projects: New Construction <br /> New Information: Overlay the proposed project plan with the new construction plan. <br /> Impact: Both projects require restoration and planting, leading to potential redundancy <br />and expansion of mitigation. <br /> Regulatory Requirement: Regulation 25 requires 30% of the lot to be in a natural state or <br />enhanced with native planting. <br /> Proposed Action: Request a continuance to reconcile restoration and enhancement plans. <br /> <br />Commissioners’ Questions and Discussions <br /> Integration of Existing Pool Construction: <br />o Concern: Existing pool and retaining walls were not included in the bulkhead <br />project’s plan <br />o Response: The pool construction details are in a separate application.
