5 <br /> Board of Selectmen <br /> Minutes <br /> December 1, 2008 <br /> DPW Director—Trash Update: (continued) <br /> The curbside initiative if instituted in FYI it is anticipated to cost <br /> $1,353,600 in weekly trash and recycling for all residential households. <br /> Additional fees added to the total appropriation estimate of$2,008,976 <br /> include operational and disposal costs at the Transfer Station and tipping <br /> fees. The figure is based on the assumption there is a 25%reduction in <br /> trash with the added recycling program. <br /> Of note, is rev enuc $572,375 anticipated to be lost from the hauler <br /> ($196,000) as reimbursement for private residential curbside, permit fees <br /> ($346,435 from FY09) and recycling($29,940) from current collection <br /> practices. <br /> The total estimated cost for curbside collection is $2,397,761 or an annual <br /> cost of approximately $255 per household. The estimated sum is <br /> dependent upon the number of residents participating in the curbside <br /> collection program. <br /> With regards to haulers for private residential curbside, the DPW agreed to <br /> work with the Board of Health to require mandatory recycling collection. <br /> It is estimated that one-half of the residents in the Town of Mashpee use <br /> private hauling services. This matter will be further reviewed at the next <br /> meeting. <br /> In the pay-as-you-throw program(PAYT), users are required to purchase <br /> bags for waste disposal. Costs were quoted for 33 gallon($1.50), 14 <br /> gallon($1.00) and 8.5 gallon($0.50) bags. Costs associated to the three <br /> different sized bags amount to $53,833. The program as outlined would <br /> hopefully bring forth an incentive for residents to recycle. <br /> Grant funding is available to investigate the PAYT program. <br /> The tipping fees assuming a 25%trash reduction remain the same as in <br /> curbside collection, $327,925. Operational costs at the Transfer Station, <br /> hauling fees and disposal fees are estimated to cost $587,518, an equal <br /> cost to the status quo option. <br /> Anticipated costs for the PAYT amount to $969,276 to bring forth a <br /> projected revenue cost of$805,570. However, revenue assumptions can <br /> vary based on the amount of recycling done by individual households. <br />
