9) Other Relevant Issues (Owner may evaluate importance of other relevant issues presented by the <br /> firm.) <br /> Each interviewer evaluated the firms separately during the presentations and at the conclusion. of the <br /> interview process, the Committee reviewed the evaluation,forms and compiled the.individual score sheet <br /> data. At the conclusion of the process, the selection committee unanimously chose Pomroy Associates <br /> (PA) of South Easton, MA as the most qualified firm to represent the Town of Mashpee as the Owner's <br /> Project Manager (OPM). The proposal submitted by Ernie Virgilio was ranked second while the Lincoln <br /> Consultants proposal was ranked third. The results of the evaluation are attached hereto. <br /> The Committee was impressed with Pomroy Associates' understanding of the role of an OPM, their <br /> experience in this capacity, and the depth of their team. PA has extensive experience in all phases of <br /> project development and construction. The firm has successfully provided project management services <br /> for a number of municipal projects in Bridgewater, MA and for businesses in the private sector including <br /> Nationwide Health Properties in California and Constellation Wharf in Charlestown, MA. PA has also <br /> performed commercial loan analysis and construction inspections for the banking industry. <br /> Individually, Richard Pomroy, Principal of Pomroy Associates and the designated lead for the Mashpee <br /> project, has over 25 .years experience in project financing, design, and construction. His associates at PA <br /> have over 65 years combined experience in these fields_ All would have some involvement in the <br /> Mashpee project, but more importantly, several would be able to assume a lead role during the project if <br /> necessary. <br /> The Committee was equally as impressed_ with the organizational tools developed by Pomroy Associates <br /> to assist with management of projects. These tools will provide the necessary attention to detail and <br /> accountability required. The Town will be able to track progress of the project through a client page' on <br /> PA's website. Through use of time management matrices, action logs, and critical path schedules, all <br /> parties with a role in the project will know what decisions need to be made by whom when and why so <br /> that the project stays on course. <br /> Finally, the Committee was impressed with Pomroy Associates understanding of the scope and budget for <br /> the project. Paraphrasing Richard Pomroy; the point of the project is to serve, not to be a monument. <br /> This understanding and philosophy will be beneficial in reviewing the design and providing value <br /> engineering recommendations to the Town so that the Substation can be constructed with the funding <br /> available. <br /> As a result of the foregoing, I am recommending that the Board of Selectmen authorize me to enter into <br /> contract negotiations with Pomeroy Associates for the purpose of serving as the Owner's Project Manager <br /> for the South Mashpee Fire Sub Station project. <br />
