3 Board of Selectmen Minutes August 5, 2002 COMMUNICATIONS AND CORRESPONDENCE: Save Popponesset Bay, Inc.: For informational purposes the Selectmen reviewed a preliminary request from Save Popponesset Bay, Inc. dated July 25, 2002 to place an article on the October Town Meeting warrant to partially rebuild the Spit.by using sand from the outer channel. The amount of the article request is $23,000. The non-profit organization is presently working with Congressman Delahunt's Office and the Army Corps. of Engineers to formulate a five- year plan to rebuild the barrier beach known as the "Spit". OLD BUSINESS: Discussion—Tribal Recoanition Forum: Two members of the Board of Selectmen, Selectman Leveille and Selectmen Green interviewed consultant Kay Davis by way of conference call with the Town Administrator on July 10, 2002 for the purpose of investigating the potential for an open forum discussion on the ramifications of federal recognition and sovereign nation status. The two members of the Board of Selectmen indicated that they were impressed with frankness and directness of Ms. Kay's responses during the interview process. Although she stated that she could not be totally objective, she was noted to have expertise in this area. Ms. Kay was also willing to debate in open forum with an additional speaker to counter- balance the informational process. The Selectmen agreed to interview via conference call, an additional speaker in an effort to represent both aspects of the intended forum, and develop a specific format for the open forum. It was agreed that Selectmen Leveille and Selectman Green would conference call and conduct a similar interview with the prospective speaker, and work with the Chairman of the Board of Selectmen and Town Administrator to develop a format for the forum.
