3 <br /> Board of Selectmen <br /> Minutes <br /> August 5, 2002 <br /> COMMUNICATIONS AND CORRESPONDENCE: <br /> Save Popponesset Bay, Inc.: <br /> For informational purposes the Selectmen reviewed a preliminary request <br /> from Save Popponesset Bay, Inc. dated July 25, 2002 to place an article on <br /> the October Town Meeting warrant to partially rebuild the Spit.by using <br /> sand from the outer channel. The amount of the article request is $23,000. <br /> The non-profit organization is presently working with Congressman <br /> Delahunt's Office and the Army Corps. of Engineers to formulate a five- <br /> year plan to rebuild the barrier beach known as the "Spit". <br /> OLD BUSINESS: <br /> Discussion—Tribal Recoanition Forum: <br /> Two members of the Board of Selectmen, Selectman Leveille and <br /> Selectmen Green interviewed consultant Kay Davis by way of conference <br /> call with the Town Administrator on July 10, 2002 for the purpose of <br /> investigating the potential for an open forum discussion on the <br /> ramifications of federal recognition and sovereign nation status. <br /> The two members of the Board of Selectmen indicated that they were <br /> impressed with frankness and directness of Ms. Kay's responses during <br /> the interview process. Although she stated that she could not be totally <br /> objective, she was noted to have expertise in this area. Ms. Kay was also <br /> willing to debate in open forum with an additional speaker to counter- <br /> balance the informational process. <br /> The Selectmen agreed to interview via conference call, an additional <br /> speaker in an effort to represent both aspects of the intended forum, and <br /> develop a specific format for the open forum. It was agreed that <br /> Selectmen Leveille and Selectman Green would conference call and <br /> conduct a similar interview with the prospective speaker, and work with <br /> the Chairman of the Board of Selectmen and Town Administrator to <br /> develop a format for the forum. <br />
